About this opportunity

Travis County Healthcare District (dba Central Health) is requesting proposals for infusion therapy consulting services under RFP 2602-002, with proposals due March 11, 2026 at 2:00 p.m. Central Time. This is a new service with no incumbent. Central Health requires good faith efforts toward MBE/WBE contractor participation and HUB certification reporting for prime consultants and subcontractors, though non-HUB vendors are eligible.

The consultant will establish sustainable, clinic-based non-oncologic infusion therapy services (gastrointestinal, endocrine, neurology, rheumatology, and primary care indications) across one to two Austin-area locations with approximately four infusion chairs each, targeting Medical Access Program and third-party payer (Medicare, Medicaid) patients. Key deliverables include reimbursement modeling for both FQHC and non-FQHC settings, inventory management and 340B pricing strategy, Epic EHR system build validation, site readiness walkthroughs, payer contracting support, staffing ratio recommendations, clinical workflow design, safety protocols, and implementation support through go-live and stabilization. The consultant role is advisory, supporting Central Health's internal finance, contracting, pharmacy, and supply chain teams. All work must remain within Epic EHR with no third-party software interfaces. Revenue cycle management will be entirely in-house. The consultant must possess end-to-end Epic experience, FQHC reimbursement knowledge, and understanding of 340B program implications.

The contract term is 12 months beginning on or about February 1, 2026, with optional extension for up to four additional one-year renewal periods. Central Health has not disclosed a predetermined budget; proposers must provide their own budget proposals using the provided pricing sheet (hourly rates or flat fees with detailed deliverable breakdowns). Proposals are valid for 90 days.

Evaluation criteria are Project Implementation and Management (30%), Qualifications of Staff (25%), Pricing and Pricing Methodology (20%), Proven Track Record of Past Implementations (15%), Customer Support (10%), and potential Demo/Interview scoring (20%). The pre-proposal conference was held February 19, 2026 via Microsoft Teams. Questions were due February 26, 2026. Proposals must include all required forms (page five of RFP) or be deemed non-responsive. Submissions are via Bidnet or in person at Central Health Purchasing Office, 1111 East Cesar Chavez Street, Austin, Texas 78702 (CHpurchasing@centralhealth.net, 512-978-8127).
