About this file

This is Addendum No. 2 to RFP 2602-002 for Infusion Therapy Consulting Services issued by Central Health on February 19, 2026, which includes a pre-proposal conference (PPC) attendee list and full transcription. Central Health, in collaboration with Community Care Health Centers, is seeking consulting services to establish and implement non-oncologic infusion therapy services for Medical Access Program (MAP) and third-party payer patients across the Travis County Health Care District. The project aims to stand up services by December 2026 or January 2027, initially targeting one to two locations with approximately four infusion chairs, with potential for future expansion. The consulting scope includes Epic EHR workflow optimization for infusion center operations, 340B pricing policy integration, clinical and operational workflow design, payer network coordination, pharmacy operations planning, staffing ratio development, and implementation support through go-live and beyond. Questions were due February 26, 2026, with answers to be posted by March 5, 2026. The proposal submission deadline is March 11, 2026 at 2:00 PM Central Standard Time, with proposals limited to 40 pages plus required forms. Central Health is located at 111 E Cesar Chavez Street in Austin, Texas, and proposals can be submitted via Bidnet or in person.

The RFP evaluation will be based on established evaluation criteria outlined in the solicitation document, with vendors allowed a 90-day acceptance period following proposal submission. All required forms listed on page five of the RFP must be included or the proposal will be deemed non-responsive and rejected. The project involves collaboration between Central Health (a Travis County Health Care District entity that functions as both a funder and direct service provider) and Community Care Health Centers, an FQHC. Services are being implemented for MAP and MAP-Basic patients, with expansion to third-party payers including Medicare and Medicaid. The formulary includes non-oncologic medications for specialties including gastroenterology, endocrinology, rheumatology, and primary care, explicitly excluding oncology medications with primary malignancy indications. Central Health operates on Epic EHR with the pharmacy module, and all consulting services are to remain within the Epic system without third-party software interfaces. Revenue cycle management will be entirely in-house with no outsourcing component.

All right guys, that concludes my RFP review and we can go ahead and pass it over to our subject matter experts for the project overview.

9:34

Appreciate that.

Good morning, everyone.

My name is Margarito Flores, director of operations here with central health. I have the pleasure of giving you guys a little bit of an overview about the project along with

Doctor Subhash here, medical director.

So just to take a step back, this is a joint collaboration that we are working between central health and Community care health centers. For those of you guys that may not know. Central Health is part of the Travis County Health Care district.

And we are unique in the sense that we work not only as a funder of services, but we also provide direct practice.

Since 2023, we've established over 13 different service lines that are now getting into the infusion space along with our partners here Community care.

We are looking for some consulting to be able to help us stand up the services by

December or January, December 2026, January 2027.

However, we are also looking for an opportunity to be able to build.

Systems and structures to be able to have some long term sustainability in different locations.

Our target population of courses are map and map basic patients.

However, we will be working with third party payers.

That are in both the FQHC and non FQHC environments. Just talking a little bit about our clinical aspect. I'll hand it over to Doctor Subhash, talk a little bit about the infusions Dr. Subhash.

Subash, Meera 11:06

Dr. Slosh.

11:07

Sure. Thank you, margueto.

So again, my name is Mira Subhash.

I'm practicing rheumatologist and director of medical specialty care here.

Health we are excited to kick off this project aiming to help our patients who are part of our medical access program coverage plan here in Travis County and eventually those covered by third party payers.

As he alluded to, partnering with the FQHC and a County Hospital district to really develop a non oncologic infusion service offered to our patients.

Right now it's a gap in care.

With some unnecessary delays and challenges.

So this is really the.

Impetus for doing this work?

And.

For now, phase.

One is again focusing on non oncology confusions.

We have a formulary of medications that have been selected and have been vetted by our different specialists. We intend that.

There be a variety of specialties referring patients into this infusion center, including

GI, endocrine, rheumatology, and primary care for certain medications.

And really be open to hearing.

Any question?

Questions or comments from different consultants. The way I see it, we're looking for a group or an individual to come in who has experience in standing.

Up similar service lines in an FQHC or a county health authority system and has familiarity with 340B pricing policy and how that may be.

Incorporated into the overall reimbursement and procurement structure for for these medications and the infusion system as a whole, we are on EPIC here at central

Health and CUC. We're on the same instance. We have purchased their pharmacy module, which includes order sets and therapy plans for the spec.

Drugs.

Ideally looking for someone who is familiar with that EHR.

Not necessarily a technical build, but at least being an architect to direct our analysts in in developing.

The workflow within the EHR and and more importantly outside of the EHR with our staff.

With that, I'll leave it back to Margarito.

Something else, if anything else I left out.

Yeah. No, thank you.

I think as you guys can see in RFP, we outlined a few things and we have some of our directors of revenue cycle here that will be a big part of this RFP as well.

So Jay, I don't think we have anything else unless there is wanted to just provide a very high level overview for the team.

Dancer, Jay 13:43

Gotcha. Thank you so much. We can go ahead and allow questions at this time. If anyone has questions, you can put it in the chat and then our subject matter experts can answer those for you.

And Sam and Morgan, if you may read those aloud if they come in.

Dobecka, Samuel 14:12

All right. So first question, will you be utilizing a 340B for reimbursement?

14:22

Yes, we'll have to model this across utilizing 340B and non 340B.

As we mentioned, we're working with both FQET and non FQET settings and we're looking for that level of expertise.

Dobecka, Samuel 14:39

Next question, will RCM be entirely in-house, outsourced or hybrid?

14:49

I think it's pretty cycle management. Are we referring to?

That or it's. Yeah. Michelle did.

You want to answer that one.

Ryan-Schutt, Michelle 14:55

Sure. Yes, we intend for it to be all in house. There's no outsourcing or hybrid.

Dobecka, Samuel 15:05

All right, next question. Do you plan to insert PICC lines or mid lines in the center?

15:14

Yeah, I think this is a great question in phase one.

These are intravenous medications.

However, there's always patients who benefit from a PICC line. If they have difficulty and access.

Practically, it's not something we have thought about in depth, but we have had patient scenarios come up and would be open to definitely discussing if that's a possibility. It would require additional workflow and safety regulations to my understanding.

Dobecka, Samuel 15:45

All right. Are you looking to contract with all major national payers or all claims being paid by the county?

15:47

Hey Cortana.

Yeah. So to provide a little bit of background.

So central health is currently contract with a few of the major payers.

However, our Community care team has a more established and robust payer network, so we are looking for all the major payers to be part of this project scope.

I'll just add on the timeline to 3rd party payers pretty soon.

We'll be kind of.

Crystallizing our contracts with Medicare and Medicaid.

Those will probably play into the timeline of this consultant.

Dobecka, Samuel 16:46

And if anyone has any questions, please feel free to put them in the chat. After this

PPC you can post them on Bidnet or send them to CH Purchasing at centralhealth.net. Your questions will be posted and answered on Bidnet and the SBD.

By the deadline.

Another question is Central Health expecting implementation support beyond advisory EG attending payer negotiations, Epic build validation, site readiness walkthroughs?

17:24

Sure.

So I I I think these are great points.

The epic build validation is outlined in the initial RFP. We were looking for someone with experience with that as well as site ready to walk through.

The terms of the consultancy would overlap the goal line and actually ideally there would be someone to carry us through the go, live and and even for a little bit of time afterwards.

Repl.

Dobecka, Samuel 18:02

Alright, one more. Will pharmacy operations be centralized or on site at infusion locations?

18:11

Yeah, this is a great question. I think the way we are modeling our space planning is that there will be a pharmacy presence.

At one of the locations in mind in Central Austin.

With some pharmacy support services on at satellite satellite sites as well.

Dobecka, Samuel 18:32

And do you envision your nurses to mix the product or pharmacy techs?

18:39

I think right now that workflow has not been fully worked out. We initially I think at this point were envisioning our nurses to mix the products if required.

Most, if not all, of the drugs on the formulary do not require a hood or any mixing or compounding.

And they're pretty much ready out-of-the-box, so I think it's less of an issue right now.

Will you be adding therapies including urology?

Yes, we will.

Especially if they are using some of the monoclonal antibody.

Therapies and NEO therapies.

Right now we're building up the neurology service line.

So we are focusing on those other specialties I mentioned, but the goal is to provide neurology, an outlet for for their patients.

Yeah, you make a great point, Pamela.

So oncology is actually an exclusion of this RFP at this point is considered out of scope for our FQHC and not not part of this initial phase.

Dancer, Jay 20:04

Right. Is there any more questions?

Dobecka, Samuel 20:05

But.

If we answer that, will oncology be available? Mabs. Oh, sorry.

20:11

Yes, yeah, I just asked.

Yeah, no worries.

It's OK.

Dancer, Jay 20:19

All right. If that is all the questions that come in, I just want to notate that questions are due. We have one more question there guys.

20:31

Yes. So we are focusing entirely on non oncologic infusions.

And.

Or include those safe for outpatient non hood. So it's entirely non alcoholic.

Now the medications.

Do do not require a hood. The ones that have been chosen right now that fall into the categories for patients in GI, Endocrine neurology, and rheumatology.

Hey Darry, if I'm not answering your question, feel free to unmute and explain a little bit more.

Pamela. Yes. So rituximab would be on the formulary for arthritis.

The indication we would exclude patients who have lymphoma but coming in for other non oncologic indications would be included.

And then how many chairs? Slash centers?

Yeah. So, so I think as we mentioned, I think for for the initial phase, we are potentially looking at 4 chairs.

There's a potentially one to two locations. However I think as part of this we also want to be able to have the consultants help us understand the infrastructure to be able to scale at other locations if we need to as well.

So, but however for the initial phase, we are looking.

At one or two locations with approximately 4 chairs.

We have determined at least one location that we will be going live with here, potentially 2 and then once again potentially more sites in the future.

Idara Umoh 22:31

Hi, this is Adara. Just to follow up. So Pam listed Rituxan, but just thinking about some others like Herceptin and others just trying to get kind of the boundary there.

22:43

Sure. So perception is excluded.

Idara Umoh 22:46

22:47

No, no. We're not gonna include any.

Medications.

That are for primary indication for malignancy at this point.

Most of the medications.

Are you know the ones for rheumatic disease?

IBD, osteoporosis medications, IV iron, some of the vitamin infusions right now is strictly non ank.

Idara Umoh 23:11

Got it. Thank you.

MB Consulting 23:15

How big is the staff that we're looking at? You know, if we're talking about one to two locations with only four chairs, how much staffing are we taking a look at here?

23:26

Yeah. And I think that that's what we're hoping to be able to leverage from your expertise.

We, as you see from the RFP, we are looking to determine what is a correct nursing pharmaceutical support or whatever that's needed to come up with ratios or for not just this site for all future sites as well.

MB Consulting 23:31

Mhm.

Got it.

23:44

So we look forward.

To working with the consultants on that.

MB Consulting 23:48

Absolutely. Thank you.

Dancer, Jay 24:05

Hey guys, I'm going to give it just one more minute and if no other questions are received then we can conclude today's meeting. Just want to give everyone another minute to ask questions.

MB Consulting 24:28

I wanted to revisit something that you talked about earlier to make sure that we all fully understand it. You're using Epic and so you are looking for your Consulting group to bring in, I guess, an interface with Epic, you know?

For the EHR as well as build a portal or make suggestions on how to build the right portal.

24:54

Actually, let me clarify that.

So we are looking to keep everything within epic.

MB Consulting 25:01

25:01

We're not looking to partner with any third party software at this time or additional interfaces, so ideally looking for.

A individual or group that has experience working end to end within Epic using their therapy plans, using their inventory management system and other other parts of their software.

MB Consulting 25:24

25:25

And yes, we do have our in House analysts and we do have our internal epic support team.

Who will be handling the technical aspect of the builds interface? Whatever may be required? I think what we're looking for is how do we structure it in order to kind of?

Be able to have the operational workflows and clinical workflows be optimized within our system.

MB Consulting 25:49

Idara Umoh 25:50

Should we note limitations based on past experience in Epic then if there are certain areas of of opportunity or concern based on our prior experience?

26:05

Fine, I think that would be really valuable information, you know, to pass on and we, we'd look to you guys, you know, whoever gets the contract to discuss maybe the pros and cons of epic and maybe if and there's a future state where.

Another third party software was, you know, incorporated, but right now as a hospital district, I think we are trying to increase maximize our ROI using EPIC.

Idara Umoh 26:31

Understood. Thank you.

MB Consulting 26:40

Sorry, one last question. Will there be an outpatient component to this, meaning patients who need to be infused in homes instead at their homes instead of just coming into your infusion suite?

26:55

Yeah, great question.

This is part of our future phases.

Actually we, we actually probably rely on the consultant as well.

Need to confirm if it's within scope of hersa and or FQHC. We're committed to do that, but the goal is.

To.

Be able to offer.

Home infusion services to our patients in a future state.

MB Consulting 27:17

Dancer, Jay 27:30

Sam and Morgan, can you confirm that all comments questions in the chat are answered?

Dobecka, Samuel 27:40

Yeah, I believe everything that that has been answered.

Dancer, Jay 27:45

OK, questions are due on March, excuse me, February 26th and we will have them answered on Bidnet and on the ESBD by March 5th. So please keep out, keep a lookout for the next addendum with those Q&A's including questions asked in today's pre-proposal conference.

And that is going to conclude our pre-proposal conference for the solicitation. Thank you everyone for your attendance and participation.

28:16

Dancer, Jay 28:16

All right. Thank you, guys.

28:17

Idara Umoh 28:17

Thank you. Take care.

28:18

All.

Gaston, Morgan 28:44

Does that stay in there?

Dancer, Jay 28:47

Guess so. Yeah, there was someone kept talking. It was so weird. I don't know if anyone else heard it.

Dobecka, Samuel 28:48

Um.

Dancer, Jay 28:54

But I'm gonna go ahead and.

Gaston, Morgan 28:55

It was like an announcement of some sort, I think, like every time someone came in and out.

Dancer, Jay 29:00

Yeah, I think that's what I heard. But should we go ahead and close it since we're the last ones here?

Dobecka, Samuel 29:01

Uh, let's just give it that one minute for it to be 11:30 and then we can close out.

Dancer, Jay 29:10

OK, sounds good.

Gaston, Morgan 29:15

Sammy, what are you?

Dancer, Jay 29:15

All right, it is 1130. Let's go ahead and close out. That way the transcribe ends and then we can get together if y'all want.

Dobecka, Samuel 29:24

Perfect. Sounds good.

Dancer, Jay 29:25

All right. Sounds good, guys. Bye.

Dobecka, Samuel 29:26

Dancer, Jay stopped transcription
