About this file
This is a Questions and Answers document for RFP 2602-002 Infusions Therapy Consulting Services issued by Travis County Healthcare District dba Central Health in Texas. The solicitation seeks consulting services to establish and optimize an infusion therapy program focused on non-oncologic therapies including gastrointestinal, endocrine, neurology, and rheumatology indications. The consultant will support program design, implementation planning, and initial stabilization across one to two locations with approximately four infusion chairs each. Key service components include detailed reimbursement modeling for both FQHC and non-FQHC settings, inventory management and drug procurement strategy leveraging 340B pricing, Epic EHR system build validation, site readiness walkthroughs, payer contracting support, and staffing ratio recommendations for future expansion. The consultant role is primarily advisory, supporting Central Health's internal finance, contracting, pharmacy, and supply chain teams rather than replacing these functions. The contract term spans 12 months with expectation of consultant support through go-live and a period thereafter, though daily operational oversight for the full duration is not anticipated.
This is a new service with no incumbent provider. Central Health has not disclosed a predetermined budget and requests proposers to provide their own budget proposals. The solicitation requires good faith efforts toward MBE/WBE contractor participation and HUB certification reporting for both prime consultants and subcontractors, though non-HUB vendors are eligible to participate. Resumes and supporting documentation count against the stated page limit. Central Health intends to maintain revenue cycle management entirely in-house with no outsourcing or hybrid arrangements. The organization currently contracts with several major payers and seeks consultant expertise to expand payer networks including Medicare and Medicaid contracts. Proposal submission is required via the BidNet platform with awards generally made around the proposal expiration date. The consultant should possess end-to-end Epic experience, knowledge of FQHC reimbursement models, and understanding of 340B program implications for margin calculations and commercial payer rate modeling.

Q1 Question: Infrastructure questions
1.Is the Consultant expected to directly perform detailed reimbursement modeling, such as Medicaid analysis, ASP-based margin calculations, and commercial payer rate modeling?
2.Is the consultant role for an advisor, providing structured recommendations to support Central
Health’s internal finance and contracting teams?
3.Is the Consultant expected to provide ongoing operational oversight of infusion services throughout the full 12-month term, or is the primary expectation focused on program design, implementation planning, and initial stabilization?
4.For Task Package 3 (Inventory Management and Drug Procurement Strategy), is the Consultant expected to conduct detailed financial modeling analysis, or to provide high-level strategic frameworks and best-practice guidance for Central Health’s pharmacy and supply chain teams to operationalize?
Thank you
Dr. Yvette Twum-Danso
Answer: 1.) The Consultant may be expected to directly perform detailed reimbursement modeling, with final requirements based on industry standards and discussion with revenue cycle teams. This includes payor analysis, reimbursement models for FQHC and non-FQHC settings, and commercial payer rate modeling to ensure the financial viability of the proposed infusions. 2.) The role is primarily advisory and collaborative. The Consultant will provide structured recommendations to support Central
Health’s internal finance and contracting teams rather than replacing these functions. 3.) The primary expectation is focused on program design, implementation planning, and initial stabilization. While the contract may span a 12-month term, the Consultant is not typically expected to provide daily operational oversight for the full duration but rather to ensure the model is successfully implemented. 4.) The
Consultant is expected to provide high-level strategic frameworks and best-practice guidance. While some financial modeling may be necessary to justify procurement strategies (e.g., 340B pricing impact), the goal is to provide actionable guidance for Central Health’s pharmacy and supply chain teams to operationalize.

Q12 Question: RFP 2602-002
Will you be utilizing a 340B for reimbursement?
Answer: Yes, we'll have to model this across utilizing 340B and non 340B.
As we mentioned, we're working with both FQET and non FQET settings and we're looking for that level of expertise.

Q13 Question: RFP 2602-002
Will RCM be entirely in-house, outsourced or hybrid?
Answer: We intend for it to be all in house. There's no outsourcing or hybrid.

Q14 Question: RFP 2602-002
Do you plan to insert PICC lines or mid lines in the center?
Answer: These are intravenous medications. However, there's always patients who benefit from a
PICC line. If they have difficulty and access. Practically, it's not something we have thought about in depth, but we have had patient scenarios come up and would be open to discussing if that's a possibility. It would require additional workflow and safety regulations to my understanding.

Q15 Question: RFP 2602-002
Are you looking to contract with all major national payers or all claims being paid by the county
Answer: Central health is currently contract with a few of the major payers.
However, our Community Care team has a more established and robust payer network, so we are looking for all the major payers to be part of this project scope. I'll just add on the timeline to 3rd party payers pretty soon. We'll be kind of crystallizing our contracts with Medicare and Medicaid. Those will probably play into the timeline of this consultant.

Q16 Question: RFP 2602-002
Central Health expecting implementation support beyond advisory EG attending payer negotiations, Epic build validation, site readiness walkthroughs?
Answer: The epic build validation is outlined in the initial RFP. We were looking for someone with experience with that as well as site ready to walk through. The terms of the consultancy would overlap the goal line and ideally there would be someone to carry us through the go, live and even for a little bit of time afterwards.

Q17 Question: RFP 2602-002
Will pharmacy operations be centralized or on site at infusion locations?
Answer: I think the way we are modeling our space planning is that there will be a pharmacy presence.
At one of the locations in mind in Central Austin. With some pharmacy support services on at sites as well.
Q18 Question: RFP 2602-002
Do you envision your nurses to mix the product or pharmacy techs?
Answer: I think right now that workflow has not been fully worked out. We initially I think at this point were envisioning our nurses to mix the products if required. Most, if not all, of the drugs on the formulary do not require a hood or any mixing or compounding. And they're pretty much ready out-of-the-box, so I think it's less of an issue right now.

Q19 Question: RFP 2602-002
Will you add additional therapies including Neurology?
Answer: Yes, we will. Especially if they are using some monoclonal antibody.
Therapies and NEO therapies. Right now, we're building up the neurology service line. We are focusing on those other specialties I mentioned, but the goal is to provide neurology, an outlet for their patients.
Oncology is an exclusion of this RFP at this point is considered out of scope for our FQHC and not part of this initial phase.

Q20 Question: RFP 2602-002
Is that entirely non-oncology? or include those safe for outpatient, non-hood for example Rituxan for arthritis and lymphoma - non-hazardous drug?
Answer: We are focusing entirely on non-oncologic infusions or include those safe for outpatient non hood. It's entirely non oncologic. Now the medications do not require a hood. The ones that have been chosen right now fall into the categories for patients in GI, Endocrine neurology, and rheumatology.
Rituximab would be on the formulary for arthritis.
The indication we would exclude patients who have lymphoma but coming in for other non-oncologic indications would be included.

Q21 Question: RFP 2602-002
How many chairs/centers?
Answer: One or two locations with approximately 4 chairs.
We have determined at least one location that we will be going live with here, potentially 2 and then once again potentially more sites in the future.
03/05/2026
Q22 Question: RFP 2602-002
Pam listed Rituxan, but just thinking about some others like Herceptin and others just trying to get kind of the boundary there?

03/05/2026
Q23 Question: RFP 2602-002
Do you know the ones for rheumatic disease?
Answer: IBD, osteoporosis medications, IV iron, some of the vitamin infusions right now is strictly non oncology.
Q24 Question: RFP 2602-002
How big is the staff that we're looking at? Do you know, if we're talking about one to two locations with only four chairs, how much staffing are we taking a look at here?
Answer: As you see from the RFP, we are looking to determine what is a correct nursing pharmaceutical support or whatever that's needed to come up with ratios or for not just this site for all future sites as well.

Q25 Question: RFP 2602-002
You're using Epic and so you are looking for your Consulting group to bring in, I guess, an interface with
Epic? For the EHR as well as build a portal or make suggestions on how to build the right portal?
Answer: We are looking to keep everything within Epic. We're not looking to partner with any third party software at this time or additional interfaces, so ideally looking for an individual or group that has experience working end to end within Epic using their therapy plans, using their inventory management system and other parts of their software.

Q26 Question: RFP 2602-002
Should we note limitations based on past experience in Epic then if there are certain areas of opportunity or concern based on our prior experience?
Answer: I think that would be really valuable information, you know, to pass on and we, we'd look to you guys, you know, whoever gets the contract to discuss maybe the pros and cons of epic and maybe if and there's a future state where another third party software was incorporated, but right now as a hospital district, I think we are trying to increase maximize our ROI using EPIC.

Q27 Question: RFP 2602-002
Will there be an outpatient component to this, meaning patients who need to be infused in homes instead at their homes instead of just coming into your infusion suite?
Answer: This is part of our future phases. Need to confirm if it's within scope of HRSA and or FQHC.
We’re committed to do that, but the goal is to be able to offer Home Infusion services to our patients in a future state.
