Substantial completion is 400 calendar days and final completion is 430 calendar days from Notice to Proceed. Liquidated damages are $3,813 per calendar day for delays beyond completion deadlines. Upon award, the successful bidder must provide a 100% Public Construction Bond and insurance certificates within 15 days of Notice of Award.

The contract is unit-price based. Progress payments follow the Local Government Prompt Payment Act with 5% retainage until substantial completion. Permit, impact, and inspection fees payable to Indian River County are excluded from bidder pricing per Florida Statute 218.80. Bid prices must remain firm for 90 days following bid opening.

Bidders must sign and return a Non-Disclosure Agreement at least 14 days prior to bid deadline to access project plans.
