About this file

This document is a bid security procedural guide issued by Indian River County, Florida, outlining the implementation of electronic surety bonds (eBonds) through the Surety2000 platform for public procurement processes. The document establishes a mandatory online bidding process requiring contractors to submit complete bids, including bid bonds, through the Surety2000 platform rather than traditional paper-based methods. The eBond system eliminates the need for notarizations, shipping, and in-person delivery, while providing instant bond verification through a secure digital platform. Contractors must complete a four-step registration process: confirm their bonding agent is registered with Surety2000, register themselves as a bidder on the platform, submit the electronic bid bond, and provide the unique 11-digit Surety2000 bond verification code during bid submission in the Euna Bonfire system.

The annual fee for bidders to utilize the Surety2000 platform is $480. The eBond process provides enhanced security through built-in fraud prevention measures including digital audit trails, QR code validation, and unique bond numbers for every document. Indian River County emphasizes that this electronic system reduces administrative costs, improves accuracy, and expedites bid awards by enabling instant bond verification. Contractors requiring additional assistance can contact Surety2000 directly at 1-800-660-3263 or help@surety2000.com. The specific application of this eBond requirement relates to the Indian River County Fire/EMS Station #15 project, a new 9,983 square foot fire station and EMS building in Vero Beach, Florida, which includes construction of a single-story concrete block structure with associated civil site work, drainage infrastructure, utility installation, and a lift station.

Indian River County is excited to announce another improvement to our public procurement process - implementing electronic surety bonds (eBonds) through Surety2000, a nationally recognized leader in secure, paperless bond execution.

The new process requires contractors bidding on County projects to submit their entire bid, including bid bonds, completely online — eliminating the need for paper forms, notarizations, shipping, or in-person delivery. In addition to saving time for contractors and County staff, the process improves accuracy, reduces administrative costs, and enhances security.

Key benefits of the eBond process include:

Faster bid awards — Bonds are verified instantly through Surety2000’s secure platform.

Increased security — Built-in fraud prevention measures, including digital audit trails, QR code validation, and a unique bond number for every document.

Simplified process — Contractors can submit bonds anytime, from anywhere, without the risk of lost or delayed paperwork.

Bidders should complete the below steps:

1. Confirm Bonding Agent Registration Verify that your bonding agent is registered with the Surety2000 e-Bond platform. If they are not yet registered, direct them to register at this site - Register Here

2. Bidder Registration If your bonding agent has an active account with Surety2000 and you (the Bidder) have not already registered, you must also register. The annual fee to utilize the Surety2000 platform is currently $480.

CLICK HERE to register with Surety2000.

3. Submit Your e-Bond Once both the bonding agent and Bidder have active Surety2000 accounts, the Bidder may use the platform to establish and submit the electronic bid bond with their bid.

4. Use Bond Code in Bid Submission Your bonding agent will provide an 11-digit, unique Surety2000 bond verification code. Enter this code in the “Surety2000 eBond Number” area in Euna Bonfire when preparing your bid.

This code allows the County, your bonding agent, and Surety2000 to confirm a valid bid bond has been issued for your project.
