About this opportunity
The Tennessee Department of Environment and Conservation is requesting sealed bids for trail repaving at Indian Mountain State Park in Jellico, Tennessee, with responses due September 29, 2026 at 2:00 p.m. CDT. A pre-bid conference is scheduled for September 8, 2026 at 10:00 a.m. EST at the park; written questions are due September 10, 2026 by 2:00 p.m. CST. The project is procured through the State's EDISON purchasing system and funded under the Federal Highway Administration, making FHWA Form 1273 contract provisions and Davis-Bacon wage requirements applicable.
The scope encompasses removal and replacement of approximately 1.1 miles of asphalt trail including stone base layer, establishment of flush tie-end joints at the parking lot, construction of 120 feet of new 6-foot-wide ADA-accessible trail from parking areas, and 35 feet of connector asphalt to complete the trail loop. The contractor must perform site restoration including grading, seeding, and straw mulch application to all disturbed areas. Work must commence upon contract execution and be completed by May 14, 2027. The maximum liability is $160,000. Respondents must provide bid prices on a unit-price, firm-for-90-days basis, F.O.B. destination, excluding all taxes.
Respondents must hold an active Tennessee Building Contractor license (BC-B, BC-C, or HRA classification) verified through the Tennessee Commerce and Insurance database and be registered with the Tennessee Department of Revenue. All subcontractors require appropriate Tennessee Building Contractor licenses identified in the bid. The contractor must comply with Buy America provisions under the Infrastructure Investment and Jobs Act — all iron, steel, and construction materials must be produced in the United States. A payment bond of 25 percent of maximum liability and commercial general liability insurance with $1,000,000 per-occurrence and $2,000,000 aggregate limits are required. The contractor must maintain a one-year workmanship warranty and comply with COSO Internal Control-Integrated Framework requirements for recordkeeping and grant compliance. Work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., coordinated with the Park Manager. The award goes to the lowest-cost responsive bidder.
