About this opportunity

The State of Hawaii Procurement Office has issued Invitation for Bids (IFB) No. 26003 for printing and delivery services of imprinted envelopes, business cards, and gold foil state seal stationery for multiple state and county purchasing jurisdictions, including Executive Departments, the Department of Education, University of Hawaii, Hawaii Health Systems Corporation, Office of Hawaiian Affairs, the Legislature, Judiciary, and all four counties (Honolulu, Hawaii, Maui, and Kauai). The solicitation encompasses nine product groups: imprinted envelopes in gummed and peel-and-seal formats across multiple sizes and security configurations, standard business cards in various formats and colors, and gold foil state seal stationery including letterheads, certificates, notecards, 11" x 15" paper, blue linen certificate folders, and large blue folders. All products must contain a minimum of 10% post-consumer recovered material, and unit prices must be firm for the contract term, including labor, equipment, transportation, storage, all applicable taxes (except GET and county surcharge), digital proofs, printing, packaging, and delivery. A non-mandatory pre-bid conference is scheduled for March 12, 2026, at 10:00 AM HST via Microsoft Teams, with a question submittal deadline of March 25, 2026, and answers to be provided by April 6, 2026. Bids are due electronically through the Hawaii Electronic Procurement System (HIePRO) by April 23, 2026, at 2:00 PM HST, with a Notice to Proceed date of August 1, 2026. The initial contract term is twenty-four months with optional extensions of up to three additional twelve-month periods at the same or lower price, and awards will be made to the lowest responsive, responsible bidder per group on an all-or-nothing basis within each group.

A 15% preference applies to bids for work performed entirely in-state as verified through Offer Form 1 (OF1), and bidders must maintain island-based inventory operations with a Hawaii-based facility. Bidders must establish a minimum order dollar amount threshold for providing complimentary inter-island delivery from their local warehouse and accept both pCard and Purchase Order (PO) as acceptable forms of payment. Same-island delivery must occur within ten business days of digital proof approval, with inter-island delivery within twelve business days, and expedited delivery options are available. Contractors must procure commercial general liability insurance of $1,000,000 per occurrence and automobile liability insurance of $1,000,000 per accident. The contract includes quarterly sales reporting requirements with a Vendor Collected Administrative Fee (VCAF) of 1.5% of all sales remitted to Periscope and HIePRO transaction fees of 0.75% (not to exceed $5,000) payable to Tyler Hawaii, with liquidated damages fixed at $25 per calendar day per location per violation for non-performance. Historical usage data spanning 2021 through 2025 indicates annual consumption ranging from 17 to 82 boxes, with a combined five-year total of 867 boxes across all product lines, providing bidders with baseline consumption patterns for accurate forecasting and pricing development.
