IFB No. 26003 Summary: Imprinted Envelopes, Business Cards, and Gold Foil State Seal Stationery

This Invitation for Bids (IFB) is issued by the State Procurement Office of Hawaii and involves multiple state and county purchasing jurisdictions across Hawaii, including Executive Departments, the Department of Education, University of Hawaii, Hawaii Health Systems Corporation, Office of Hawaiian Affairs, the Legislature, Judiciary, and all four counties (Honolulu, Hawaii, Maui, and Kauai). The solicitation seeks printing and delivery services for nine product groups: imprinted envelopes (gummed and peel-and-seal), business cards, and various gold foil state seal stationery items including letterheads, certificates, notecards, 11" x 15" paper, and blue linen and large blue folders. All products must contain minimum 10% post-consumer recovered material. A non-mandatory pre-bid conference is scheduled for March 12, 2026, at 10:00 AM HST via Microsoft Teams. The question submittal deadline is March 25, 2026, with answers provided by April 6, 2026. Bids are due electronically through the Hawaii Electronic Procurement System (HIePRO) by April 23, 2026, at 2:00 PM HST, with a Notice to Proceed date of August 1, 2026. The initial contract term is twenty-four months, with optional extensions of up to three additional twelve-month periods at the same or lower price.

All unit prices must be firm for the contract term and include labor, equipment, transportation, storage, all applicable taxes except GET and county surcharge, digital proofs, printing, packaging, and delivery. Bidders must maintain island-based inventory operations and provide an authorized signature on Offer Form 1 (OF1). A 15% preference applies to bids for work performed entirely in-state as verified through the OF1. Awards will be made to the lowest responsive, responsible bidder per group; bidders need not bid on all nine groups but must bid all items within a group to qualify for that group's award. The contract includes quarterly sales reporting requirements with a Vendor Collected Administrative Fee (VCAF) of 1.5% of all sales remitted to Periscope, as well as HIePRO transaction fees of 0.75% (not to exceed $5,000) payable to Tyler Hawaii. Contractors must procure commercial general liability insurance of $1,000,000 per occurrence and automobile liability insurance of $1,000,000 per accident. Same-island delivery must occur within ten business days of digital proof approval, inter-island delivery within twelve business days, with expedited options available. Liquidated damages are fixed at $25 per calendar day per location per violation for non-performance.
