About this opportunity
The Wisconsin Department of Workforce Development's Division of Vocational Rehabilitation (DWD-DVR) issued a Request for Proposal (RFP) for a Comprehensive Statewide Needs Assessment (CSNA) to analyze vocational rehabilitation services across the state. The project requires a comprehensive evaluation of services provided by DWD-DVR, other state agencies, non-profit and for-profit partner organizations, with the goal of identifying service gaps and recommending improvements. Proposers must develop extensive outreach plans, conduct surveys and focus groups with diverse stakeholders including consumers, employers, rehabilitation counselors, and advocacy organizations, and produce detailed reports stratified by disability type, demographics, and service utilization. The contract has a five-year term, including an initial three-year period with a possible two-year renewal, and mandates that all work be performed by staff with educational and work experience in disability program needs assessments. Proposals were due by September 20, 2017, at 2:00 PM CST, with an estimated contract start date of October 9, 2017. Evaluation criteria included staffing requirements (100 points), outreach plan (200 points), security requirements (125 points), performance requirements (75 points), equipment requirements (25 points), reporting and meeting requirements (150 points), references (125 points), and cost proposal (200 points), totaling 1,000 possible points.
The state offers a five percent preference to certified Minority Business Enterprises (MBEs) and Disabled Veteran Owned Businesses (DVBs), with encouragement for proposers to subcontract at least five percent of the contract value to certified minority businesses. Proposers were required to submit proof of insurance with a minimum $1,000,000 liability coverage and demonstrate at least two years of experience providing similar services. All individuals working under the contract must be willing to submit to criminal background checks. The estimated total annual contract value is $300,000, with an anticipated total of $600,000 for both assessments over the five-year period. The State of Wisconsin reserved the right to reject any or all proposals and to award multiple contracts to create a qualified vendor list necessary for statewide coverage. Proposers were required to submit one original and four identical hard copies of their proposal, with cost proposals in a separate sealed envelope, and all costs must remain fixed for ninety days from the proposal due date and throughout the initial contract term.
