About this file

This is an Addendum to a Request for Proposal issued by the Wisconsin Department of Workforce Development (DWD), Division of Vocational Rehabilitation, for a Comprehensive Statewide Needs Assessment (CSNA). The addendum, dated September 6, 2017, addresses vendor questions regarding RFP ILG0021 and establishes that proposals are due by September 20, 2017 at 2:00 PM. The project requires comprehensive analysis of vocational rehabilitation services throughout Wisconsin, conducted by state agencies and partner organizations, with recommendations based on stakeholder input. Proposers must complete work within Wisconsin; however, technology may be utilized for portions of the assessment while some elements require in-state facilitation. The contract term spans five years and includes two statewide comprehensive needs assessments. Proposals are limited to 30 pages, with required attachments not counting toward this limit. All proposers must submit a signed copy of the addendum with their proposal response.

The expected contract value is $300,000 per assessment, with a possible total of $600,000 for both assessments conducted over the five-year period. The addendum clarifies that a Licensed Professional Counselor is not required to oversee the CSNA, contrary to the original RFP language. Staff assigned to the contract must have educational and work experience related to disability program needs assessments and must provide resumes or summaries describing credentials and licensures. All individuals working under the contract must be willing to submit to criminal background checks. The determination of minimum Wisconsin sites to be visited for focus groups and research is to be determined upon award through various assessment processes designed to identify underserved and unserved persons with disabilities.

Q3. Page 14 of the RFP, at the bottom in Section 4.4, indicates that all work performed must be under the supervision of a Licensed Professional Counselor. Is this correct? This seems unusual to us. We will have a few doctoral level individuals that have their CRC on the project, but not an LPC. Can you please clarify if this is correct?

A3: After further review, we have determined that a licensed VR counselor is not required to oversee the CSNA. Please see the revisions below to Section 4.4:

The proposer shall provide resumes or a summary describing the educational and work experiences as well as related credentials and licensures for each staff who would be assigned to the Contract. DWD reserves the right to request proof of licensure. Each individual working under the contract must be willing to submit to a criminal background check.

Q4. Is there a minimum number of sites within Wisconsin that you want the project team to visit while conducting research for the CSNA such as focus groups? We did not see this specified anywhere in the RFP.

A4: The determination for this unknown factor related to a statewide needs assessment is determined through a wide variety of processes that will result in a complete assessment of underserved and unserved persons with disabilities.

Q5. Section 4.4 of the RFP states “It is required that all work performed is under the supervision of a Licensed Professional Counselor (LPC) and/or licensed social worker.”

Would staff with experience in leading projects involving disability program needs assessments and interviewing individuals with disabilities, including training in person-centered thinking, acceptable without licensure?

A5: Please refer to A3.

Q6. Section 4.4 of the RFP states “It is required that all work performed is under the supervision of a Licensed Professional Counselor (LPC) and/or licensed social worker.”

Is the state willing to consider staff with other closely related licensure, such as equivalent licensure from other states (LMHC, etc.), licensed psychologists, and licensed VR counselors?

A6: Please refer to A3.

Q7. Can you provide the last Wisconsin Comprehensive Statewide Needs Assessment?”

A7: All information collected during the previous CSNA is included in DVR's State Plan Federal Fiscal

Year 2015 link: http://dwd.wisconsin.gov/dvr/state_plans/fy15/4_11_a.pdf

Q8. The RFP calls for two statewide comprehensive statewide needs assessments to occur over a 5 year period (section 1.1 introduction)

The contract volume indicated a contract value of $300,000 Annually. (section 1.11). Doe this means that the expected value for the contract is $1,500,000 ($300,000 per year for each of the 5 years) or does this mean that the expected value is $300,000 for each of the 2 assessments (i.e $300,000 for the http://dwd.wisconsin.gov/dvr/state_plans/fy15/4_11_a.pdf first assessment and $300,000 for the second assessment which will occur in years 4 and 5 of the contract.

A8: The expected value is $300,000 for each assessment. (Possible outcome payment of $600,000 for 2 assessments within a 5-year period.)

Q9. The proposer shall provide resumes or a summary describing the educational and work experiences as well as related credentials and licensures for each staff who would be assigned to the Contract. It is requires that all work performed is under the supervision of a Licensed Professional Counselor (LPC) and/or licensed social worker. DWD reserves the right to request proof of licensure.

Does this mean that the principal investigator leading this project is an LPC? Or does it mean that any contact with VR customers or clients be lead [sic] by an LPC? Or Something else?

A9: Please refer to A3.
