About this opportunity
The City of St. George is requesting bids to construct George Washington Boulevard from the Virgin River Bridge to River Road, with bids due August 6, 2026. Every bid must be accompanied by a 5% bid bond from a Utah-licensed surety company naming the City as obligee, and 100% payment and performance bonds will be required upon award.
The scope encompasses approximately 5,300 linear feet of roadway with two travel lanes in each direction plus turn lanes, underground utilities (water, sewer, storm drain, fiber optic, and power systems), a pedestrian bridge over the boulevard with mechanically stabilized earth retaining walls approximately 16 feet in height, concrete sidewalks, asphalt paving, trail improvements, earthwork totaling 61,008 cubic yards of cut and 47,712 cubic yards of fill, and signage including retractable bollards. The project includes 209 bid items and references City of St. George Standard Specifications, Utah Department of Transportation standards, Federal Highway Administration MUTCD 11th Edition, and Southern Utah Regional Trail Standards 2024. Contractors must maintain continuous farm access on Parcel SG-5-2-32-320012, maintain traffic lane access on George Washington Boulevard between 6:00 AM and 10:00 PM daily with one lane in each direction from 10:00 PM to 6:00 AM, and maintain existing trail access throughout construction.
Critical schedule constraints include completion of the temporary river diversion channel by April 1, 2027, placement of trail embankment fill and structural fill for the retaining wall within two months of Notice to Proceed, and bridge abutment construction cannot begin until three months after MSE wall completion. The project holds a December 30, 2025 U.S. Army Corps of Engineers permit (valid through March 14, 2026) authorizing fill of 3.9 acres of waters of the United States and permanent effects to 0.45 acre of perennial river and 0.05 acre of wetlands; contractors must comply with the U.S. Fish and Wildlife Service Biological Opinion regarding three endangered species and Utah's December 8, 2025 Section 401 Water Quality Certification. Geotechnical investigation recommends driven H-piles as the preferred foundation type with Pile Driving Analysis testing required for at least the initial pile at each abutment. The City reserves the right to reject any or all proposals or waive any formality or technicality.
