About this file

This is a Technical Specifications document for the City of St. George's Invitation for Bid (IFB) to construct George Washington Boulevard from the Virgin River Bridge to River Road in Utah. The project consists of constructing approximately 5,300 linear feet of roadway with two travel lanes in each direction plus turn lanes, along with underground utilities, rerouted existing utilities, and realignment of the pedestrian/bicycle trail. The scope encompasses 209 bid items including mobilization and demobilization, site access and traffic control, earthwork and clearing, roadway and trail construction, concrete work, utilities installation (water, sewer, storm drain, fiber optic, and power systems), bridge abutments and pedestrian bridge installation, safety rail installation, erosion protection measures, and signage. Construction standards reference the City of St. George Standard Specifications, Utah Department of Transportation (UDOT) standards, Federal Highway Administration Manual on Uniform Traffic Control Devices (MUTCD) 11th Edition, and the Southern Utah Regional Trail Standards 2024.

The bid requires a 5% bid bond naming the City of St. George as obligee from a surety company licensed in Utah, along with 100% payment and performance bonds upon award. Measurement and payment are specified for individual bid items using various units including lump sum, linear foot, square foot, cubic yard, and per-unit pricing. Key constraints include maintaining continuous farm access on Parcel SG-5-2-32-320012, maintaining traffic lane access on George Washington Boulevard between 6:00 AM and 10:00 PM daily with one lane in each direction from 10:00 PM to 6:00 AM, maintaining existing trail access throughout construction, and completing the temporary river diversion channel by April 1, 2027. Trail embankment fill and structural fill for the retaining wall must be placed within two months of the Notice to Proceed, and bridge abutments cannot be constructed until three months after completion of the MSE wall. The City of St. George reserves the right to reject any or all proposals or waive any formality or technicality.
