About this opportunity
Buffalo Public Schools (BPS) in Erie County, New York, has issued a Request for Proposal (RFP) 26-0627E4-042 for comprehensive IT Staff Augmentation Services covering three primary categories: Network & Data Center Infrastructure support, Enterprise Device Management, and Security Services. The procurement seeks qualified vendors to provide staffing across multiple technical domains, including telecommunications, hardware maintenance, network infrastructure management, device imaging and deployment, cybersecurity integration, and 24/7 Security Operations Center (SOC) oversight. Required staff must possess specific certifications such as PMP, ITIL v4, Fortinet NSE, Microsoft MCSE, and VMware VCP, with expertise in managing complex infrastructure spanning approximately 75 facilities and 145 servers. The RFP evaluation criteria allocate 25 points each to cost proposals and staff qualifications, 25 points to references and past performance, 15 points to cultural fit and presentation, and 10 points to onboarding and retention plans, with a minimum non-cost score of 60 out of 75 points required. Key dates include a question period from December 2-9, 2025, with answers posted by December 16, 2025, and proposal submissions due by January 5, 2026, at 4:00 PM, with a tentative award date of February 25, 2026, and an initial contract term from June 1, 2026, to June 30, 2027, with four possible one-year extensions.
The RFP includes Minority and Women-Owned Business Enterprise (MWBE) utilization requirements, encouraging diverse vendor participation and subcontractor engagement. Respondents must complete a Subcontractor Listing and MWBE Utilization Plan, detailing each subcontractor's involvement and certification status. The current contract value is $2,043,360.00 for the first year, with the previous contract holder being Zayo Education Inc., who maintained the agreement for five years. BPS's technical environment is extensive, comprising 1,800 network switches, 5,000 Wi-Fi access points, 25,000 Windows endpoints, 25,000 iPads, and sophisticated infrastructure including dual active-active data centers with VMware vSphere 8.5 clusters and Pure Storage ActiveCluster arrays. Vendors must demonstrate the ability to support this complex environment, provide replacement staff within four weeks if needed, and offer at least three client references from K-12 or public-sector organizations. The contract includes a contingency line item of up to 10 percent of annual costs to cover additional staffing requests or projects, reflecting the district's commitment to maintaining flexible and responsive IT support.
