About this file

This is a Managed Services Staffing Matrix pricing proposal form for IT staff augmentation services supporting the Buffalo Public Schools (BPS) Information Technology Department in New York. The RFP requests staffing to support three primary categories: complete network and data center infrastructure support including telecommunications, hardware, firewalls, servers, and disaster recovery; enterprise device management encompassing imaging, customization, deployment, and programming for multiple operating systems; and security services including MS Defender management, vulnerability management, cybersecurity integration, and coordination with a 24/7 SOC vendor and internal vCISO. The staffing structure comprises 13 full-time equivalent positions across six functional areas for Year 1, with specific roles including a Service/Team Coordination Manager, Network Operations Lead Engineer, Firewall/Security Architect, Data Center Server Administrator, Endpoint Device Management Lead, and Infrastructure Automation Specialist, along with supporting junior and mid-level positions.

Vendors must provide line-item pricing for each position with annual minimum and maximum salary ranges (excluding benefits and employer contributions) and five-year total costs. BPS IT reserves the right to adjust staffing levels during contract renewals and may use contingency funds for mid-year augmentation. All non-network staff must be within daily commute range of Buffalo, NY, with onsite requirements varying by position from daily attendance at specific BPS locations to hybrid arrangements (2-3 days per week) to remote work with occasional on-site meetings. The staffing compensation framework requires specific certifications and experience, including PMP, CAPM, ITIL v4 Foundation for governance roles; Extreme ECS, Fortinet NSE, and Aruba certifications for network positions; Fortinet NSE 5-7 and Microsoft SC-200 equivalents for security roles; and VMware VCP and Microsoft MCSE credentials for infrastructure positions. Vendors are encouraged to propose alternative staffing models as clearly marked addendums that demonstrate greater efficiency, expertise, or value while ensuring adequate separation of duties and providing backup plans for continuity.

Additionally, BPS IT is open to alternative staffing structures that may offer greater efficiency, expertise, or value. Therefore, vendors are also strongly encouraged to:

Propose an Alternative Model (Optional): Submit an alternative staffing model and pricing structure as a clearly marked addendum to this appendix. This alternative proposal should explain the rationale for the different structures (e.g., shared-resource pools, different role combinations) and demonstrate how it meets all service level requirements. The proposal must demonstrate how the staffing model ensures adequate separation of duties between day-to-day operational support and project work. The proposal should identify roles, responsibilities, pricing and time allocations for each resource. The Vendor must also provide a backup plan to ensure continuity and avoid dependency on any single individual.

BPS IT reserves the right to adjust staffing levels or adopt variations during contract negotiations.
