About this opportunity

The Oregon Department of Transportation is requesting bids on the I-84 Emigrant Hill WIM Site Repaving Project under ITB S-73000-00017767, with bids due October 6, 2026 at 10:00 a.m. This project carries a 15% Indian Employment Preference Goal, a decision-flipping constraint requiring bidders to demonstrate compliance in their proposals.

The scope encompasses replacement of the existing weight-in-motion detection system on I-84 at milepost 227.54 westbound and full-depth continually reinforced concrete pavement repair. Work includes median concrete barrier removal to enable two-way traffic on the eastbound side during construction, temporary traffic control, pavement removal and replacement, concrete barrier work, and electrical systems installation. ODOT will furnish four sets of 1.75-meter WIM sensors with grounding kits and epoxy, and one pan-tilt-zoom camera with mounting brackets and power supply; contractors must coordinate pickup at 3016 Island Ave, La Grande, OR 97850, with Darcy Lynn (541.714.0346) at least one week in advance, with ODOT ITS personnel present. The project spans from milepost 224.02 to 227.54 in Umatilla County, with staging areas near Pendleton.

Substantial completion is required by June 18, 2027, with final completion by June 25, 2027; work must not begin before April 1, 2027. The contractor must remove, install, and activate the WIM system within 21 consecutive calendar days. Liquidated damages are $700 per calendar day for missed substantial completion, $500 per 15-minute increment per lane for unauthorized lane closures, and $500 per 20-minute increment for traffic stops exceeding 20 minutes. Oregon prevailing wage rates (effective September 3, 2026) and State Buy America requirements apply. The contractor must obtain performance and payment bonds equal to contract price and carry commercial general liability of $1 million per occurrence and $2 million aggregate, plus $1 million commercial automobile liability per occurrence.

Addendum 1, posted September 17, 2026, corrected the substantial completion date. Clarification requests and protests are due by September 28, 2026 at 5:00 p.m. Contact Dave Dethloff at William.d.dethloff@odot.oregon.gov or 503-569-8793.
