About this opportunity

Brevard County Public Works Department, on behalf of the State of Florida, is soliciting sealed bids for an invitation to bid (ITB) for HVAC replacement services at the Port St. John Community Center located at 6650 Corto Road, Cocoa, Florida 32927. The procurement requires contractors to furnish all labor, materials, tools, equipment, and transportation necessary to demolish four existing condensing units (CU-5, CU-6, CU-7, CU-8) and air handling units (AHU-5, AHU-6, AHU-7, AHU-8) and install two new Direct Expansion split HVAC systems with new condensing units (CU-6 and CU-7) and air handling units (AHU-6 and AHU-7), along with associated refrigerant piping, condensate piping, ductwork, equipment pads, electrical disconnects, and control systems. The new system design specifies Trane equipment as the basis of design with acceptable alternatives from Carrier and Daikin; other manufacturers require pre-bid approval. AHU-6 will operate at 1,640 CFM with 350 CFM outside air and CU-6 will provide 5 tons of cooling capacity, while AHU-7 will operate at 825 CFM with 160 CFM outside air and CU-7 will provide 3 tons of capacity. Contractors must provide temporary cooling during unit downtime, comply with all applicable federal, state, and local laws and the 2023 Florida Building Code, obtain all necessary permits, and ensure testing and balancing by an AABC or NEBB-certified contractor within 10 percent of design specifications. Required qualifications include a valid Florida Class A or Class B Air Conditioning or Mechanical Contractor license from the Department of Business and Professional Regulation and/or Brevard County. A pre-bid meeting and walkthrough is scheduled for April 9, 2026 at 10:00 AM at the project site, with questions due by April 16, 2026, and sealed bids due by April 28, 2026 at 10:00 AM. Substantial completion must be achieved within 240 calendar days from the Notice to Proceed, including an assumed 14-day permitting period, with an additional 30 calendar days for final completion.

The invitation to bid does not specify any disadvantaged enterprise set-asides or restrictions on organization types eligible to respond. The apparent low bidder will undergo pre-qualification review and must submit documentation within five business days of award recommendation, including an AIA Document A305 Contractor's Qualification Statement, recent CPA-audited financial statements, resumes of key personnel, proof of valid licensing, references, E-Verify registration or Memorandum of Understanding, and proof of required insurance coverage. Required insurance includes general liability with $1,000,000 combined single limits, auto liability with $1,000,000 limits, workers' compensation insurance, and builders risk or installation floater insurance equal to the project value. A bid bond in the amount of five percent of the proposed bid price is required, and for contracts exceeding $200,000, a public construction bond equal to 100 percent of the contract price is also required. All pricing shall be firm and include FOB destination delivery with all packing, handling, shipping, and fuel surcharges included, with standard working hours from 9:00 AM to 6:00 PM Monday through Friday and no work on County-observed holidays. The specific award value or budget range is not disclosed in the procurement documents; however, the requirement for a public construction bond indicates the project is anticipated to exceed $200,000. Brevard County reserves the right to reject any or all bids, make partial awards, waive minor irregularities, and all awards are subject to available funding appropriated by the State of Florida or the Brevard County Board of County Commissioners.
