About this opportunity

The Texas Health and Human Services Commission (HHSC) and Department of State Health Services (DSHS) are issuing a Request for Proposals (RFP) to procure HIV Prevention Training services. The objective is to increase the effectiveness and efficiency of HIV and Sexually Transmitted Infection (STI) Specialists, Disease Intervention Specialists, Case Managers, Care and Treatment Service Providers, and other professionals in implementing a High-Impact Prevention approach to reducing new HIV infections. The selected vendor will be required to develop curricula, provide a Learning Management System, set up virtual and self-paced training courses, and deliver a variety of training sessions over an initial 9-month term, with optional 4-year extensions. Minimum qualifications, evaluation criteria focused on the work plan, qualifications/experience, and cost, as well as a best value determination process that may include best and final offers, are specified in the RFP. The response is due on May 30, 2024, at 10:30 a.m. CT, and the RFP references historical compensation for similar contracts ranging from $500,000 to $650,000 annually, contingent on funding from the Centers for Disease Control and Prevention (CDC).

The RFP requires respondents to submit a Historically Underutilized Business (HUB) Subcontracting Plan, but subcontracting with a HUB does not receive preference in the evaluation criteria. No set-aside designations or restrictions on the types of organizations that can respond are mentioned. The current incumbent contractor is not specified. The total estimated value of the contract over the initial term and potential extensions is not provided, but the RFP notes that HHSC/DSHS reserves the right to adjust compensation based on state funding.
