About this file

This document is a question and response related to a solicitation by the Texas Health and Human Services (HHS) for HIV Prevention Training, solicitation number HHS0014021. The solicitation references historical compensation for similar contracts ranging from $500,000 to $650,000 annually, contingent on funding from the Centers for Disease Control and Prevention (CDC). The document clarifies that a Historically Underutilized Business (HUB) Subcontracting Plan is required, but subcontracting with a HUB does not receive preference in the evaluation criteria.

The document also provides responses to two specific vendor questions. The first question asks for clarification on the historical compensation range, and the second question seeks to understand the HUB subcontracting requirements and whether they confer any evaluation preferences. The responses indicate the historical range and confirm that a HUB subcontracting plan is required but does not impact the evaluation criteria.

HHS Responses to Vendor Questions

Question # Reference Vendor Question Response

Section 2.2.3, Historical Compensation

In Section 2.2.3 Historical Compensation, the RFP reads, “Historical compensation under Contracts with similar scope and size to this Solicitation has been/ranged from approximately $600,000 per fiscal year.” Since the RFP references a range, would you please specify the low and high end of the range?

Historically the range of award for this type of service has ranged from $500,000.00 - $650,000.00 annually. This range has been contingent on the amount awarded to DSHS by Centers for Disease Control and Prevention

(CDC).

Question # Reference Vendor Question Response

Exhibit H, Historically Underutilized (HUB) Subcontracting Plan (HSP) Requirements, Section 1.3, Determination of HSP Requirement

In Section 1.3 of Exhibit H, Historically Underutilized Business (HUB) Subcontracting Plan (HSP) Requirements, the RFP reads, “HHS has examined the Scope of Work under the proposed Contract to determine if it is likely to be performed by a Subcontractor; researched the Centralized Master Bidders List (CMBL) for HUBs that may be available to perform the Contract Work; reviewed the past history of similar agency procurements; and has determined that subcontracting opportunities are probable for this Solicitation.

Therefore, all Respondents regardless of HUB status (HUB or non-HUB) must develop an HSP in good faith and submit a completed HSP with their response. Failure to comply with this requirement will deem the bid, proposal, offer, or other applicable expression of interest non-responsive, and it will be rejected without further evaluation due to material failure.”

Would you please clarify if subcontracting with a HUB is required? In addition, would you please clarify if Solicitation Responses that include subcontracting with a HUB receive preference based on Cost or any other criteria/subcriteria, based on the criteria/subcriteria outlined in Exhibit K, HIV Prevention Training Evaluation Tool?

A Historically Underutilized Business (HUB) Subcontracting (HSP) Plan is required for this Solicitation. Respondent may choose to utilize HUBs or non-HUBs to perform their subcontracting opportunities. Please refer to Sections 1.5.2.1 and 1.5.2.4 of Exhibit H.

No, Responses that include subcontracting with a HUB do not receive preference based on the criteria/subcriteria in Exhibit K, HIV Prevention Training Evaluation Tool.
