About this opportunity

The Town of Manchester, Connecticut is seeking sealed bids for the Hilliard Street Sidewalk Extension project (Bid No. 22/23-85), which involves constructing a new sidewalk from Adams Street to Duval Street. The project is funded through the Community Development Block Grant (CDBG) Program and will include installing 5" concrete sidewalks, concrete driveway aprons, extruded concrete curbs, sidewalk ramps conforming to Connecticut Department of Transportation standards, traffic signal assemblies with Rectangular Rapid Flashing Beacons (RRFB), utility adjustments, and landscaping restoration. Bids will be accepted via the Town's eProcurement Portal until 2:00 pm on Thursday, June 22, 2023, with public bid opening and reading immediately following. The project requires contractors to follow the Town of Manchester Public Improvement Standards and comply with comprehensive technical specifications detailed in the project documentation. Contractors must demonstrate technical capability to execute the infrastructure improvements and adhere to all federal, state, and local regulatory requirements.

The procurement includes specific set-aside and participation requirements for Disadvantaged Business Enterprises (DBEs), mandating that contractors make good faith efforts to involve minority-owned businesses where 51% or more of capital stock or assets are owned by active minority members. Potential bidders must comply with federal labor standards, including Davis-Bacon Act prevailing wage requirements, and provide weekly certified payroll reports. The project has provisions for DBE participation, with contractors required to use only certified DBE firms within their certification areas and following specific crediting mechanisms for different types of work. While no specific incumbent vendors are identified, the project will require integration with existing municipal infrastructure, including utility systems and traffic control mechanisms. Though the exact project budget is not explicitly stated, the comprehensive documentation suggests a significant municipal infrastructure investment, with funding sourced from federal Community Development Block Grant resources and potentially supplemented by local municipal funds.
