About this opportunity
Kissimmee Utility Authority (KUA) is requesting proposals for high voltage electrical substation services on an as-needed basis, with proposals due August 4, 2026 at 2:00 PM EST under RFP 26-044-SH. Questions were due July 17, 2026. KUA issued Addendum No. 2 on July 24, 2026, revising the Exhibit A Pricing Sheet to separate mandatory and optional line items for Control/Communications/Instrumentation Engineer services; bidders must acknowledge receipt of both Addendum No. 1 (July 15) and Addendum No. 2 with their submissions.
The scope encompasses electrical repairs, rebuilds, expansions, modifications, maintenance, testing, troubleshooting, and new installations on KUA's high and low voltage systems (both underground and overhead), including communications and control systems, microprocessor-based equipment servicing, substation equipment and instrumentation, cable installation and termination, grounding systems, power transformers, circuit breakers, and related electrical components. Work includes modifications to substations rated up to 230KV. The contractor must maintain 24/7 availability with response times of four hours for emergencies, eight hours for holiday/weekend non-emergency work, and 24 hours for scheduled business-hour repairs.
Mandatory qualifications include Florida electrical contractor licensure, demonstrated live station work at 69KV or 230KV within the last eight years, power transformer relocation and electrical outage coordination experience, provision of as-built and redline documents, adequate safety equipment and confined space equipment (owned or documented rental agreements), and background checks. Contractors must submit a minimum of five reference projects documenting project location, cost, timeline, station voltage, energized-work experience, outage coordination, and safety records.
Pricing must use the mandatory Exhibit A Pricing Sheet in firm-fixed format for the first contract year, with tariff adjustment provisions and cost-plus pricing for materials, rental equipment, and subcontractor services. All costs, including emergency response availability, must be included in bid pricing. Pricing is evaluated using a five-year average with lowest total price receiving full points.
The contract term is three years with two optional one-year renewal periods. The anticipated contract value exceeds $750,000. No bid bond or performance bond is required. Electronic submission through VendorLink is mandatory. Award will be made to the responsive and responsible bidder whose bid is most advantageous considering price, capabilities, experience, equipment, financial capability, and references. KUA may award contracts to multiple qualified firms and will issue task assignments as needed.
