About this opportunity

The City of Tucson is seeking a Progressive Design-Build (PDB) contractor for the Harrison Road, Pantano Wash Bridge Project through RFQ #260111. The project involves replacing an at-grade crossing with a new bridge accommodating two travel lanes and an existing multi-use path over the Pantano Wash in Pima County, Arizona. Key project objectives include preventing road closure during 100-year storm events, maintaining traffic on Harrison and Escalante Roads, minimizing adjacent property impacts, and improving pedestrian and bicycle infrastructure. The procurement will follow a two-step process, with a Screening Committee evaluating Statements of Qualifications (SOQs) and shortlisting up to three firms for interviews. Evaluation criteria will be weighted across firm qualifications (30%), key personnel qualifications (30%), Phase 1 and Phase 2 services approaches (35%), and subcontractor selection plan (5%). Key personnel must have a minimum of 10 years of experience, with specific roles including Project Manager, Construction Manager, Design Manager, and Environmental Compliance Manager. Critical dates include a pre-submittal meeting on October 2, 2025, SOQ submissions due on November 4, 2025, and anticipated contract execution in November/December 2025.

The City of Tucson has implemented a Small Business Enterprise (SBE) Program for this project, requiring proposers to meet specific participation goals for small businesses as subcontractors and suppliers. The selected contractor will be required to self-perform 40% of Construction Work using their own employees and forces. SBE firms can be credited towards participation goals, with manufacturers receiving 100% credit and wholesalers receiving 25% credit. Failure to meet SBE goals can result in significant consequences, including withholding payments, contract termination, and disqualification from future bidding. The project will utilize a progressive design-build approach with two distinct phases: Phase 1 focusing on preconstruction services including design development, environmental permitting, cost estimating, and risk management, and Phase 2 covering final design and construction services. While a specific contract value is not explicitly stated, the procurement documents suggest a comprehensive infrastructure project with complex technical and environmental challenges, likely representing a significant municipal investment in transportation infrastructure.
