About this file

This document is a Request for Qualifications (RFQ) from the City for a Design-Build (PDB) project involving highway construction with a focus on bridge and channel work. The solicitation seeks to shortlist up to three submitters for a two-phase project involving preliminary engineering, design, and construction services, with an emphasis on work related to a bridge crossing the Pantano Wash and improvements to the Escalante intersection and Harrison Greenway access. The evaluation process includes a Statement of Qualifications (SOQ) scoring phase with a maximum of 100 points distributed across firm qualifications, key personnel qualifications, project approach, and subcontractor selection, followed by interviews with shortlisted teams.

The procurement will evaluate submitters based on their team's experience with highway construction, alternative project delivery methods, environmental compliance, and technical expertise across multiple engineering disciplines including civil, roadway, structural, hydraulic, and geotechnical engineering. Key personnel requirements include professional engineers with a minimum of 10 years of experience in specific roles such as Project Manager, Design Manager, Construction Manager, and various lead engineering positions. The City will assess each team's ability to collaborate, manage risks, optimize scheduling, and navigate complex permitting processes, with a particular focus on floodplain development, FEMA requirements, and channel design challenges specific to the southwestern United States.
