The City is seeking a qualified design consultant/general contractor to provide design and construction services for a bridge project that will replace an at-grade crossing with a new bridge accommodating two travel lanes and an existing multi-use path over the Pantano Wash. The procurement will follow a two-step process, with a Screening Committee evaluating submitted Statements of Qualifications (SOQs) and shortlisting up to three firms for interviews. The RFQ was published on September 16, 2025, with a pre-submittal meeting scheduled for October 2, 2025, SOQ submissions due on November 4, 2025, and anticipated contract execution in November/December 2025.
The project aims to prevent closure of Harrison Road during 100-year storm events, maintain traffic on Harrison and Escalante Roads, minimize impact to adjacent properties, and improve pedestrian/bicycle experiences. The procurement includes specific evaluation criteria weighted across firm qualifications (30%), key personnel qualifications (30%), Phase 1 and Phase 2 services approaches (35%), and subcontractor selection plan (5%). Proposers must comply with the City of Tucson's Small Business Enterprise (SBE) Program requirements and will be evaluated on their approach to meeting established SBE goals. C. SCOPE OF WORK
C.1. Introduction
The City of Tucson (the “City”) is pleased to present this Request for Qualifications (“RFQ”) to those entities or groups (each a “Submitter” and collectively, the “Submitters”) interested in submitting a competitive submittal (“Submittal” or “Submittals”) for the design and construction of Harrison Road, Pantano Wash Bridge (the “Project”) pursuant to a Progressive Design-Build Agreement (“Contract” or “PDBA”). The Submitter selected through the RFQ process, in accordance with these Instructions to Submitters (“ITS”), to enter into a PDBA with the City is hereinafter referred to as the “Contractor” or “DB Contractor.”
This RFQ is issued under the Tucson Procurement Code. The City intends, through this procurement, to enter into a PDBA that will result in cost-effective and expedited completion of all elements of the Project.
All times in this ITS are Mountain Time. Capitalized terms and acronyms not otherwise defined herein are defined in Exhibit A (Acronyms and Definitions) to PDBA.
C.2. Procurement Process
The procurement process for this Project consists of two steps where, in the first step, a shortlisting of firms will be done based on the evaluation of the SOQs received, followed by interviews of the shortlisted firms in the second step to determine the highest ranked Submitter.
In the first step, the SOQs will include a detailed description of the firm’s relevant project experience, key personnel, and a summary approach to the Project and quality management. Up to THREE (3) Submitters will be shortlisted based on the evaluation of the SOQs.
In the second step, the shortlisted firms will be invited for interviews focusing on a detailed approach to the work, including approach to preconstruction and construction services, risk management, quality management, and approach to the Progressive Design Build Process. The highest ranked Submitter based on the interviews step will enter into negotiations with the City to determine fees for Phase 1 Services any other portion of the PDB Contract deemed by the City to be necessary. The evaluation process has been described in detail in Section 5 Evaluation Criteria.
C.3. Progressive Design-Build Process
The City will deliver the Project using the Progressive Design-Build (“PDB”) method, which consists of the following two phases:
Phase 1 (Design and Preconstruction)
During Phase 1, the PDB Contractor will provide design and preconstruction services (collectively the “Phase 1 Services”) for the Project. The Phase 1 design services include:
• The initial design services include preparation of conceptual designs and selection of a design alternative for the Project. The PDB Contractor will work in coordination with the City design staff to review feasibility of different design alternatives and select a design alternative which provides maximum value to the City. The PDB Contractor will develop initial conceptual plans for the design alternative selected which includes at a minimum, exhibits for structure type, structure length, sections, grading, channel improvements, intersection concept at Escalante Road and an access plan showing relocation of driveways and /or Escalante Road. These exhibits developed by the PDB Contractor should be at a level sufficient to develop a high level or conceptual Project cost estimate.
BUSINESS SERVICES DEPARTMENT Page 6 of 83
• The PDB Contractor will conduct environmental and permitting activities and prepare base plans for the design alternative selected which includes plans, studies, concepts and reports that capture all major items, elements, and portions of the Work specific to the selected design alternative. The PDB contractor will participate in Over-The-Shoulder design review meetings with the City as agreed upon by the PDB and The City. The base plans will be submitted to the City at approximately 30-40% design completion stage.
• The PDB Contractor will further perform preliminary engineering and design activities and progress the design to a level necessary to submit a price for construction work in Phase 1 along with any additional environmental and permitting activities. The preliminary plans will be submitted to the City at approximately 60-75% design completion stage.
The preconstruction services during Phase 1 include, but are not limited to, construction cost estimating and submission of Opinion of Probable Cost of Construction (“OPCC”) packages, Project schedule development, constructability reviews, sequence of construction, construction approach planning, environmental, risk management, field investigation activities including survey and geotechnical investigations, third party coordination, development of Guaranteed Maximum Price (GMP) proposal, subcontracting related services and administrative services including development of project management plans. The Phase 1 design and preconstruction services are categorized into five major categories - (1) project management related services, (2) schedule related services, (3) design related services, (4) cost related services, and (5) preconstruction field related services and are detailed in Exhibit B (Phase 1 Services Scope and Fee) to
PDBA.
At intervals specified in Section 6.1 (Design Submittals and Milestones), Exhibit B to PDBA, the PDB Contractor will submit design packages along with OPCC packages, which include the Project construction cost and a Project baseline schedule for completion of the Work. The OPCC is a non-binding estimate that will aid City and the PDB Contractor to evaluate design parameters and as needed, to clarify the final scope of construction. The City and the PDB Contractor, on an open book basis, will participate in construction price negotiations consisting of workshops to reconcile price differences with the goal of negotiating a construction price. As part of the construction price negotiations, PDB Contractor may perform further design or other activities and update its construction price estimate.
The City will use an Independent Cost Estimator (“ICE”) to prepare independent cost estimates of the construction work. The PDB Contractor, ICE, and City will participate in workshops to reconcile any differences between the PDB Contractor’s construction cost estimate and the ICE’s estimate. To facilitate reconciliation, the PDB Contractor shall provide all cost estimates to perform the Phase 2 Services on an open book basis, which entails providing all assumptions and substantiation to build the construction cost estimates. The PDB Contractor shall work collaboratively with the City to reconcile price differences and to ensure that the City is receiving a fair and reasonable price for the construction work. The details regarding fair pricing approach have been provided in Section 7 (Fair Pricing Approach to Cost Estimating), Exhibit B to PDBA. As part of the OPCC package submissions and construction cost reconciliation, City and the ICE will also evaluate whether the construction schedule submitted by the PDB Contractor aligns with the construction price and will result in on-time completion of the Work.
At a design completion stage specified in the PDBA, the PDB Contractor will submit a GMP (the “GMP Proposal”) for the construction work for City’s review. Upon successful review and negotiations between the City and PDB Contractor, an amendment (the “GMP Amendment”) will be executed to PDBA which will allow the PDB Contractor to perform Phase 2 services.
If City and the PDB Contractor cannot agree on a GMP or City otherwise decides in its sole discretion not to execute a GMP Amendment with the PDB Contractor, the City may terminate the PDB Contractor’s services, take possession of all work product, and seek bids from other contractors to perform the construction work.
The City may also contract separately with the lead designer to complete the in-process design. If City terminates the PDB Contractor’s services without execution of a GMP Amendment, neither the PDB
BUSINESS SERVICES DEPARTMENT Page 7 of 83
Contractor nor any Principal Participant thereof may bid or propose in any subsequent procurement for the construction work for this Project. The payment of services provided by the PDB Contractor in case of termination before the execution of GMP Amendment.
Phase 2 (Final Design and Construction)
Upon successful GMP negotiations and further execution of GMP Amendment to the PDBA, the PDB Contractor will perform final design and construction services (“Phase 2 Services”). During Phase 2, the PDB Contractor will complete the Released for Construction Plans (“RFC”), achieve final acceptance, and perform all design, construction, and other obligations required under the PDBA. For the avoidance of doubt, the PDB Contractor’s performance of the Phase 2 Services is expressly contingent upon City and the PDB Contractor agreeing upon and executing a GMP Amendment.
Pursuant to ARS Title 34-605(G)(2), the PDB Contractor and Principal Participants shall self-perform forty-five (45) percent of construction work with its own employees and forces which is not subjected to competitive bidding requirements.
C.4. Project Goals
The following goals have been established for the Project:
