About this opportunity

The City of Casselberry, Florida, is requesting proposals for comprehensive grounds maintenance services at lift stations and water plants, with proposals due November 3, 2026, and a mandatory pre-proposal meeting on October 6, 2026, at 8:00 a.m. at Casselberry City Hall.

The scope encompasses lawn maintenance, mowing, edging, pruning of trees and shrubs per University of Florida specifications, pest control, and weed control services on a monthly basis across 13 lift station locations and 6 water plant facilities. Services are scheduled year-round with varying frequencies — monthly during winter and biweekly during summer for lift stations and water plants; stormwater ponds and ditches receive monthly visits March through October. The contractor must maintain a two-hour response time for emergency or demand services and comply with detailed University of Florida pruning standards for landscape trees and shrubs. The contractor bears all costs for labor, materials, equipment, permits, and transportation and must provide a 90-day warranty on completed work.

The contract term runs from February 1, 2027, through January 31, 2030, with two optional one-year renewal extensions, not to exceed five years total. The City reserves the right to cancel with 90 days' advance notice. Compensation is fixed annually based on the submitted price proposal. The contractor must maintain commercial general liability insurance of $1 million per occurrence, automobile liability of $1 million combined single limit, workers' compensation as required by law, and professional liability of $1 million, with the City named as an additional insured.

Proposers must demonstrate three consecutive years in business, active Florida licenses, proof of authority to conduct business in Florida, and relevant professional licenses. Financial soundness documentation — three years of financial statements or accountant letter — must be submitted separately and confidentially. No performance or proposal bonds are required. Required submittals include current insurance certificates, Local Business Tax Receipt, W-9, E-Verify affidavit, anti-human trafficking attestation, and diversity, equity, and inclusion certification. Proposals are limited to 60 pages and must be submitted electronically through VendorLink, LLC. Written questions are due October 15, 2026, before 2:00 p.m. Phase I written evaluation occurs in November 2026; Phase II informal interviews are potentially scheduled for November 18, 2026. Evaluation uses weighted scoring with lowest price receiving maximum points. City Commission approval is anticipated in January 2027.
