About this file
This is a Mandatory Pre-Proposal Sign-In Sheet for a Request for Proposals (RFP) issued by the City of Casselberry, Florida, for comprehensive grounds maintenance services at lift stations and water plants. The solicitation seeks one qualified firm to provide lawn maintenance, mowing, edging, pruning of trees and shrubs per University of Florida specifications, pest control, and weed control services on a monthly basis across 13 lift station locations and 6 water plant facilities. Services are scheduled year-round with varying frequencies—monthly during winter and biweekly during summer for lift stations and water plants, and monthly visits March through October for stormwater ponds and ditches. The mandatory pre-proposal meeting was held on October 6, 2026, at 8:00 a.m. at Casselberry City Hall. Written questions are due October 15, 2026, before 2:00 p.m., with proposals due November 3, 2026. Phase I written evaluation is scheduled for November 2026, followed by Phase II informal interviews potentially on November 18, 2026. The contract term runs from February 1, 2027, through January 31, 2030, with two optional one-year renewal extensions, not to exceed five years total.
Compensation is fixed annually based on the submitted price proposal, with evaluation using weighted scoring methodology that awards maximum points to the lowest price. Proposers must demonstrate three consecutive years in business, maintain active Florida licenses, provide proof of authority to conduct business in Florida, and hold relevant professional licenses. Required insurance includes commercial general liability of $1 million per occurrence, automobile liability of $1 million combined single limit, workers' compensation as required by law, and professional liability of $1 million, with the City named as an additional insured. The contractor must maintain a two-hour response time for emergency or demand services, provide a 90-day warranty on completed work, and bear all costs for labor, materials, equipment, permits, and transportation. Required submittals include current insurance certificates, Local Business Tax Receipt, W-9, E-Verify affidavit, anti-human trafficking attestation, and diversity, equity, and inclusion certification. Proposals are limited to 60 pages and must be submitted electronically through VendorLink, LLC. No performance or proposal bonds are required. City Commission approval is anticipated in January 2027.
