About this file

This Addendum No. 2, issued October 19, 2026, by the City of Casselberry Procurement Division, provides clarifications and answers to bidder questions for RFP-2026-1467, Grounds Maintenance Services for Lift Stations and Water Plants. The solicitation requests comprehensive grounds maintenance services across lift stations and water plants within the City of Casselberry, Florida. The proposal due date remains November 3, 2026, at 2:00 p.m. The addendum confirms that tree trimming up to ten feet in height is required and must be included in base pricing for each site, applying to all tree types including palms. The City will hold a Phase I Evaluation Committee Meeting on November 16, 2026, from 8:30 a.m. to 10:30 a.m., and a Phase II Evaluation Committee Meeting on November 18, 2026, at 2:00 p.m., both at City Hall in person only. The contract term runs from February 1, 2027, through January 31, 2030, with optional one-year renewal extensions not to exceed five years total.

Key clarifications provided address service scope and pricing inclusions. Fertilization and pest control applications are not included in base pricing but will be quoted separately when selected. For Belle Avenue ponds, only two ponds require sandy bottoms; however, all ponds must be kept weed-free using methods such as tilling or disking, as herbicide use in or near water bodies is prohibited, and this work is included in the base scope and price per cycle. Supplies and chemical products must comply with Florida FDA standards to meet environmental requirements. Respondents must acknowledge receipt of this addendum by signing and returning the acknowledgment form prior to the proposal due date, or including it with their submission, with failure to comply potentially resulting in disqualification.

This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.

I. DUE DATE

This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than Thursday, November 3, 2026, before 2:00 p.m.

II. QUESTIONS AND ANSWERS (Q&A)

The City has received the following question(s) concerning the solicitation:

Q1: Is fertilization of the turf/shrub beds included in the bid price? Is pest control applications on the turf/shrub beds included in the bid price?

A1: No. This will be on a requested basis. If the column is selected, asking for these services, a quote/price will be requested. Regarding pest control applications, if the column is selected for that specific site, then please include the price. These services would need to be provided on a regular basis or as needed basis as indicated.

Q2: For the Bells Avenue ponds, it is mentioned only two (2) ponds must be kept with a sandy bottom.

Is this a requirement of the other pons at this location?

A2: Only the two (2) ponds require this service.

Q3: Tree clearing for truck access (Annex 1, H.3 and J.1(h)): During the mandatory pre-proposal meeting, municipal staff indicated that trees must be kept pruned so as not to obstruct access to the facilities by City trucks. Please specify the required vertical and horizontal clearance (for example, the height above access paths). Is the pruning of trees at a height of more than ten (10) feet considered "Additional Work"—billable based on time and materials costs in accordance with section J.1(h)—or is it expected to be included in the price per cycle?

A3: Tree trimming up to a height of ten (10) feet is required and must be included in the base pricing for each site.

Q4: Authorized applicator (Annex 1, I.3(b)): Regarding supplies/chemical products, it is stated that they "must be environmentally friendly." Our applicator complies with Florida FDA standards; is this sufficient to meet that requirement? If not, could you provide further details or be more specific regarding this requirement?

A4: Yes, compliance with the stated standards is sufficient to meet this requirement.

Q5: Palm tree pruning (Annex 1, H.3(d)): During the pre-proposal meeting, staff indicated that palm tree pruning is not included. Please confirm that palm tree pruning is excluded from the price per cycle, given that under the section "SPECIFIC SCHEDULED SERVICES," item 3(c) mentions palm trees.

A5: The ten (10) foot tree-trimming requirement applies to all trees, including palms, and must be included in the price per cycle.

Q6: Water bodies (Annex 1, H.6(d) and I.3(d)): The use of herbicides in or near water bodies is not permitted; However, the Belle Avenue percolation ponds must be kept free of weeds and have a sandy bottom; the "Reclaim Pond & Ditch" is listed as one of the locations. What method and frequency does the City expect for these areas, and is this work included in the price per cycle?

A6: Maintaining a weed-free, sandy bottom is required and is included in the base scope of work and the price per cycle. The contractor is responsible for selecting an appropriate maintenance method, such as tilling or disking, consistent with the prohibition on herbicide use in or near water bodies. The frequency will depend on the method selected and its effectiveness; the City’s expectation is that these areas remain free of weeds.
