About this opportunity
The City of Ocala, Florida, issued Invitation to Bid (ITB) #PWD/260378 for grounds maintenance mowing services in the Northwest service area. The procurement seeks an experienced contractor to provide comprehensive landscaping and grounds maintenance services across 124 designated right-of-way properties, including mowing, weed trimming, edging, debris removal, and litter collection. Key qualifications include a minimum of five years of proven grounds maintenance experience with verifiable references, a current Florida Department of Transportation Temporary Traffic Control (TCC) Certification, and a valid Florida Department of Agriculture Pesticide Applicator License, with copies of both certifications required at bid submission. The contractor must perform 100 percent of work with their own workforce, and subcontracting is prohibited. The contract runs for an initial two-year term from March 1, 2026, through March 1, 2028, with two optional one-year renewals available, and pricing shall remain firm and fixed during the initial term with any renewal adjustments capped at the lesser of the Consumer Price Index increase or three percent annually. Award will be granted to the lowest responsive bidder based on the grand total of the price proposal submitted on a unit price basis. The pre-bid meeting is scheduled as non-mandatory on February 5, 2026, at 11:00 AM EST at Public Works Administration Building 200, located at 1805 NE 30th Avenue, Ocala, Florida 34470, and the bid due date is February 25, 2026.
No set-aside designations or restrictions for disadvantaged enterprises or specific organizational types are indicated in the procurement documents. The contractor must maintain commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automotive liability of $1,000,000 combined limit, and workers' compensation insurance per Florida statutory requirements throughout the contract term. The contractor cannot simultaneously receive awards for both the Northeast and Northwest service areas if they are the lowest bidder for both zones, ensuring competitive distribution of contracts. No incumbent vendor or existing contractor information is provided in the available documentation. The contract requires daily photographic documentation of completed work locations using GPS-tagged applications and coordination with City Project Manager Charlie Varney (352-351-6733, cvarney@ocalapd.gov) or Tom Casey (352-352-6733, tcasey@ocalafl.gov). The specific award value or budget range is not disclosed in the procurement materials, as payment will be based solely on the actual units of service delivered at the contracted unit price rates submitted by the successful bidder.
