About this opportunity
This is an Invitation for Bid (IFB) issued by the State of Colorado Department of Public Safety for a Design/Bid/Build project to renovate HVAC systems, replace lighting fixtures, and upgrade building controls at the Colorado Bureau of Investigation (CBI) facility located at 2797 Justice Drive, Grand Junction, Colorado. The project encompasses comprehensive replacement of three Trane rooftop units with three AAON gas-fired variable air volume packaged rooftop units, replacement of three P-K Thermific boilers with three Lochinvar Crest Hellcat boilers, removal and replacement of two roof-mounted exhaust fans and two gas-fired makeup air units, complete replacement of interior and exterior lighting fixtures and controls with LED systems, and replacement of the existing Trane Tracer SC+ building automation system with a new Alerton Compass 2 BAS (Building Automation System). The scope of work includes all mechanical, electrical, and plumbing systems integration, HVAC controls commissioning, testing and balancing of all systems, hazmat abatement for PCB-containing equipment and mercury-containing lamps, and complete documentation including shop drawings, as-built drawings, operations and maintenance manuals, and operator training. Key deliverables include full system commissioning with comprehensive training (minimum 20 hours across three phases), Testing, Adjusting, and Balancing (TAB) certification from AABC, NEBB, or TABB-certified agencies, and one year of post-completion maintenance service. Bidders must attend a mandatory pre-bid conference and site tour held on March 30, 2026, at 2:00 PM at the project site, with bids due on May 11, 2026, at 9:00 AM and public bid opening scheduled for May 12, 2026, at 12:00 PM. To be eligible, bidders must have been in the same business under the same name for at least two years, demonstrated specific contracting experience on at least two projects each exceeding $1.5 million in hard costs, and demonstrated bonding capability up to $1.5 million. Award intent notification is anticipated for May 14, 2026, with contract approval expected by May 29, 2026, and anticipated construction commencement on June 15, 2026, with completion anticipated by June 15, 2027.
This contract is subject to Colorado Prevailing Wage requirements per C.R.S. 24-92-201 through 210, the Buy Clean Colorado Act for Environmental Product Declaration compliance, and apprenticeship utilization requirements for projects $1 million or more per C.R.S. 24-92-115, with the requirement that at least 80 percent of work be performed by Colorado labor residents. A bid bond of not less than 5 percent of the total bid is required, and payment and performance bonds of at least 50 percent of the contract value are required per C.R.S. 38-26-106. The estimated project cost is $1,298,916.00, representing the budgeted range for this comprehensive facility renovation. Existing infrastructure requiring integration includes the current electrical service panels (P2, HP1, HP2) that require load monitoring for a minimum of 30 days per 2023 NEC Section 220.87, existing gas line infrastructure requiring verification for sufficiency to serve new rooftop units, and compatibility with existing building structural systems for support of new HVAC equipment. The project specifications indicate that approved equipment manufacturers include Aaon for packaged rooftop units, Lochinvar for condensing boilers, Alerton (715 Peachtree Street NE, Atlanta, GA 30308) for building automation systems with no substitutions permitted, and Greenheck Fan, Loren Cook Company, PennBarry, and Twin City Fan & Blower for ventilation equipment, with most other equipment categories permitting substitutions subject to five-day advance engineer approval prior to bid submission.
