About this opportunity

The City of Cleveland's Department of Port Control is seeking qualified design/build firms to develop the Gold Lot Surface Parking Facility at Cleveland Hopkins International Airport through a Request for Qualifications (RFQ). The project involves designing and constructing a permanent, revenue-based surface parking facility east of Concourse D with an approximate capacity of 1,500 vehicles, replacing the existing Orange Lot. Qualified firms must demonstrate extensive experience in airport parking facilities, aviation-related security systems, and infrastructure development. The RFQ requires a comprehensive project approach that includes sustainability goals, such as achieving an 85% landfill diversion rate and implementing LED lighting. A mandatory pre-proposal meeting and site visit are scheduled for June 17, 2025, at 10:00 a.m. at Cleveland Hopkins International Airport, with registration required by June 13, 2025. Responses are due by July 15, 2025, at 4:00 p.m. and must be submitted electronically. The evaluation will be conducted in two phases, with 100% of the scoring based on qualifications, including project approach, key staff expertise, sustainability approach, and community impact plan.

The City has established specific participation goals for disadvantaged businesses, including 10% Cleveland Small Business (CSB) for the design portion, and for the build portion, 15% Minority Business Enterprise (MBE), 7% Female Business Enterprise (FBE), and 8% Cleveland Small Business. The project requires strict compliance with federal contract provisions, including nondiscrimination requirements and FAA regulations. Contractors must undergo comprehensive background checks, obtain appropriate security badges, and adhere to extensive security protocols for accessing restricted airport areas. While no specific total project budget is explicitly stated, the design-build contract includes provisions for a Guaranteed Maximum Price approach and an Owner's Contingency of $10,000,000 with an additional $1,800,000 allowance. The project is part of the broader CLEvolution program to modernize Cleveland Hopkins International Airport and is expected to enhance the airport's infrastructure while providing economic opportunities for local businesses. Contractors will be required to provide performance and payment bonds equal to 100% of the contract amount and comply with comprehensive federal and local regulations.
