About this file
The document is a Sustainability Scope of Services for the Gold Lot Redevelopment project at Cleveland Hopkins International Airport, developed by the City of Cleveland's Department of Port Control (DPC). The scope outlines comprehensive sustainability requirements for the project, including the development of a Project Sustainability Management Plan (PSMP) that details how the contractor will meet sustainability goals aligned with the airport's vision of becoming a regional and industry leader in sustainability. The plan aims to support Cleveland's Climate Action goal of achieving 100% net zero carbon emissions by 2050 and requires the contractor to implement various sustainability measures across clean energy, built environment, clean transportation, environment and nature-based solutions, and waste management.
The sustainability requirements are extensive and include specific tracking and reporting obligations for the contractor, such as providing monthly sustainability tracking spreadsheets for vehicle/equipment inventory, fuel use, water use, waste diversion, and material sourcing. Key requirements include using solar-powered barricades, LED lighting, low-VOC paints, EPA Tier-rated construction equipment, minimizing potable water use, implementing a zero-waste policy with a minimum 85% landfill waste diversion rate, prioritizing native plant landscaping, and sourcing sustainably manufactured materials. The contractor will not receive separate payment for sustainability efforts, as these are considered incidental to the contract work, and final payment is contingent upon meeting all sustainability tracking and reporting requirements.

Gold Lot Redevelopment Sustainability Scope of Services
Cleveland Hopkins Airport is currently developing a Sustainability Management Plan, which establishes objectives and actions that CLE will commit to implementing throughout airport operations and capital projects. This plan will support the City of Cleveland’s Climate Action goals of achieving 100% net zero carbon emissions by 2050 and is guided by the following vision statement:
Cleveland Hopkins Airport will become a regional and industry leader in sustainability by using a data-driven approach to prioritizing emissions reduction, resource conservation, environmental protection, and climate resiliency at all levels of our organization, resulting in a healthier community, a cleaner natural environment, and cost savings across airport operations and capital projects.
It is the expectation of the selected Contractor to collaborate with CLE personnel to ensure that the Gold Lot Redevelopment project is aligned with the Sustainability Management Plan and overarching airport sustainability goals and meets the following minimum requirements. This is not an exhaustive list of sustainability measures that could be incorporated into the project, and Contractors are encouraged to provide additional ideas that minimize the project’s carbon footprint through energy savings, waste and emissions reduction, and environmental protections.
Development of a Project Sustainability Management Plan. Contractor must develop a Project Sustainability Management Plan (PSMP) commensurate with the scope, scale, and complexity of the project. The SMPS shall detail how the Contractor shall meet or exceed the requirements in this Scope of Services during construction which includes detailing how each requirement will be tracked and reported to DPC. At minimum, sustainability metrics shall be tracked with Microsoft Excel Sustainability Tracking Spreadsheets referenced in this Scope of Services and must be submitted to DPC on a monthly basis with the pay application. Sustainability Tracking Spreadsheets are to be reviewed by the Contractor on a regular basis to assess the need for corrective action or the opportunity for additional improvements. Contractor shall draft and submit their PSMP to DPC prior to Notice to Proceed (NTP). During construction, Contractor shall revisit the PSMP and make updates to improve project performance. At minimum, the PSMP shall contain the following sections:
1. Baseline & Goals – Identify general sustainability goals that are aligned with this scope of services and the baseline from which improvements shall be measured.
2. Tracking & Reporting – Explain how Contractor will track and report sustainability metrics.
3. Key Staff – Identify individuals accountable for sustainability task completion.
4. Sustainability Initiatives – Describe how the Contractor will meet each section of this Special Provision.
5. Corrective Action – Describe Contractor’s plan for identifying issues of performance and correcting issues.
Training. Contractor is responsible for training employees and subcontractors in a manner that allows the sustainability requirements to be met in their entirety. This includes educating all staff on the sustainability goals of the project and measures taken to meet sustainability goals. DPC encourages the Contractor to involve interns in this project, including in the implementation of sustainability measures, and encourages mentorship for staff and subcontractors.
Communication. All construction meetings should include sustainability as an agenda item.
If sustainability improvements are identified during construction, Contractor shall present the idea to DPC for approval to implement.
Final Payment. The monthly Sustainability Tracking Spreadsheets should be compiled into one master Sustainability Tracking Spreadsheet per initiative in Microsoft Excel. Final payment is contingent upon DPC’s receipt of all compiled and finalized Sustainability Tracking Sheets.
• Vehicle/Equipment Inventory & Fuel Use
• Water Use
• Waste Diversion
• Material Source
If requirements in this Special Provision cannot be met, Contractor must submit written documentation to DPC prior to the start of construction and gain approval from DPC to not meet the requirement.
Basis of Payment No payment will be made separately or directly for sustainability. Sustainability should be considered necessary and incidental to the work of this contract.
Clean Energy
1. Barricades. Contractor shall furnish solar-powered barricades for use on the project.
Built Environment
1. LED Upgrades. All newly installed lighting and existing lighting upgrades must utilize LED technology.
2. Pavement Markings. Contractor shall evaluate paint used for all markings to ensure that paint used at CLE is the lowest Volatile Organic Compound (VOC) paint where possible.
3. Water Use Tracking. Contractor shall provide water use data for all construction activity showing, at minimum, the following information:
• Date of use
• Description of what the water was used for
• Quantity (gallons)
• Type of water (potable, recycled, rainwater, etc.)
• Any notes on the source of the water
Water Use Tracking Spreadsheet shall be submitted on a monthly basis to DPC and is required for monthly payment.
4. Reduce Potable Water Use. Construction dust control, vehicle and equipment washing, aggregate compaction, and other construction activities that necessitate water use should evaluate the possibility of using building process water, recycled water, stormwater, rainwater collection, and other non-potable sources instead of potable water. Contractor should communicate with DPC to evaluate potential non-potable water sources.
Clean Transportation
1. Vehicle/Equipment Inventory & Fuel Use Tracking. Prior to the start of construction, Contractor shall develop a list of vehicles and equipment that will be used on site and submit to DPC prior to construction. List should include both owned and rented equipment and vehicles. List must provide the use, serial number/ID, make, model, model year, engine year, fuel type, rated horsepower, gross vehicle weight rating, and/or load factor, as it applies to each piece of vehicle or equipment. Contractor shall update the list on a regular basis during construction as vehicles and equipment are delivered and used on site. Contractor shall provide fuel use data for all vehicles and equipment showing the quantity and fuel type. Fuel log and an updated Vehicle/Equipment Tracking Spreadsheet shall be submitted on a monthly basis to DPC and are required for monthly payment.
2. Construction Equipment. All construction equipment and vehicles must meet applicable EPA Tier Rating Standards.
3. Commuting and Idling. Contractor shall support employee carpooling to the project site when carpooling will not impact efficiency. Contractor must implement a no idling policy restricting idling for longer than 5 minutes.
