About this opportunity
The New Hampshire Department of Health and Human Services, Division for Behavioral Health, is soliciting competitive proposals through RFP-2027-DBH-21-GETTI to contract with a qualified vendor for the administration and implementation of the Getting to Y (GTY) research-informed substance misuse prevention program across approximately 25 middle and high schools statewide per fiscal year. The GTY program engages students to analyze school-specific Youth Risk Behavior Survey data in partnership with adult advisors to identify and address behavioral health challenges collaboratively. Primary deliverables include developing and executing a detailed GTY Implementation Plan, recruiting and subcontracting with Regional Public Health Networks, conducting one annual GTY Conference and one annual Train-the-Trainer event per fiscal year, delivering four GTY Learning Collaboratives per fiscal year, establishing a GTY Advisory Group, managing school participation stipends (minimum $100,000 annually), conducting quarterly on-site reviews with the Department, and submitting quarterly reports detailing program activities and participant metrics. The selected contractor must maintain fidelity with the UP for Learning GTY Train-the-Trainer model, provide comprehensive training and technical assistance to RPHNs and schools, retain current participating schools while recruiting new ones, and ensure all staff undergo criminal background checks and registry searches. Evaluation criteria award 700 points for technical responses scored on experience and knowledge (100 points), implementation plan (200 points), recruitment and collaboration plan (150 points), training and technical assistance plan (150 points), and capacity and staffing (100 points); and 300 points for cost proposals based on a cost ratio formula, with a minimum threshold of 400 points required to advance to cost evaluation. The Letter of Intent is due April 21, 2026; vendor questions must be submitted by April 21, 2026 at 12:00 PM Eastern Time; and proposals are due May 6, 2026 at 12:00 PM Eastern Time. The contract period extends through June 30, 2028, with the Department authorized to extend services for up to two additional years, and no site visits or bidders' conferences are scheduled.
The RFP contains no identified set-aside designations or restrictions limiting organizational types eligible to respond; however, all vendors must certify that they and their subsidiaries, affiliates, and principal officers are not debarred from performing federal or state government work. Responding vendors must complete mandatory compliance requirements including Title VI Civil Rights Act compliance and Culturally and Linguistically Appropriate Services certification, which requires all contractors to perform a four-factor analysis and implement language assistance services for persons with limited English proficiency within ten days of contract approval by the Governor and Council. The Department anticipates awarding one contract and will fund the resulting contract through Federal funds from the New Hampshire Tobacco Prevention and Cessation Program (Assistance Listing Number 93.387) and Substance Use Prevention, Treatment and Recovery Services Block Grant (Assistance Listing Number 93.959) with no state match requirement. No incumbent vendor or current contractor information is specified in the solicitation materials. Vendors must budget a minimum of $100,000 each fiscal year (SFY 2027 and SFY 2028) specifically for student stipends, with payment made monthly based on approved budgets following a detailed cost sheet template that itemizes all direct costs including salaries, fringe benefits, consultants, equipment, supplies, travel, software, and subrecipient contracts, though no overall contract value cap or budget range is specified in the available documents.
