The Department anticipates utilizing Federal funds (Assistance Listing Numbers 93.387 and 93.959) from the NH Tobacco Prevention and Cessation Program (TPCP) and Substance Use Prevention, Treatment and Recovery Services Block Grant (SUBG) to fund the resulting contract, with no match requirements. Vendors must budget a minimum of $100,000 each year in both State Fiscal Years 2027 and 2028 for student stipends. Payment will be made monthly based on approved budgets. The evaluation will score technical responses (700 points possible) and cost proposals (300 points possible) for a maximum of 1,000 points. Technical responses are evaluated on experience and knowledge (100 points), implementation plan (200 points), recruitment and collaboration plan (150 points), training and technical assistance plan (150 points), and capacity and staffing (100 points). Vendors failing to achieve a minimum of 400 points during preliminary technical scoring will be disqualified, and their cost proposals will remain unopened. The cost formula awards points based on the ratio of the lowest proposed cost to each vendor's proposed cost. Vendors must respond to five mandatory questions addressing their experience with YRBS and train-the-trainer models, implementation oversight, recruitment and collaboration with Regional Public Health Networks, training and technical assistance delivery, and organizational staffing capacity.

Background

1.4.1. New Hampshire Department of Health and Human Services, Division of Behavioral Health

The mission of the NH Department of Health and Human Services (Department) is to join communities and families in providing opportunities for citizens to achieve health and independence. The Division for Behavioral Health (DBH) contributes to this mission, in part, by providing resources that develop, support, and deliver substance misuse prevention, early intervention, life-saving interventions, treatment and recovery support services that are integrated with primary and behavioral health care.

The Department envisions a statewide prevention, early intervention, life-saving interventions, treatment and recovery supports delivery system that meets the needs of the individuals and families misusing substances and/or experiencing substance use disorders (SUD) served under this RFP, including, but not limited to care that is integrated with mental and physical health services and coordinated with other social and community service agencies to address the social determinants of health for all individuals receiving services.

In New Hampshire, GTY is a researched-informed substance misuse prevention program that is part of a broader effort by the state’s RPHNs to promote youth engagement in public health initiatives through student training to interpret YRBS data and identify trends in substance use, mental health, and other risk behaviors. The GTY program serves middle and high school students and fosters leadership, civic engagement, and data literacy among youth and has reduced substance misuse by addressing root causes and promoting school-based and community-driven solutions.

Projects that students and school advisors have identified and implemented to date in their schools include vaping prevention education, murals celebrating school and community assets, and social media prevention campaigns.

1.4.2. Objective

The Department seeks to engage a qualified Vendor to subcontract with Regional Public Health Networks (RPHNs) for the statewide delivery of the GTY structured program within middle and high schools. This initiative aims to strengthen students’ critical thinking, leadership, and participatory action research skills while fostering collaboration with trusted adults in schools and communities. Vendors will be responsible for establishing and/or maintaining the necessary infrastructure and relationships to support the effective administration of the program during the current school year.

The GTY program is a research-informed substance misuse prevention initiative that empowers students to analyze their school’s YRBS data in partnership with adult advisors. By identifying school-specific behavioral risks, students take the lead in developing and implementing meaningful solutions to address behavioral health challenges within their schools and communities. The Department is seeking these services to advance its mission of promoting youth health and well-being through research-informed prevention strategies and collaborative engagement
