About this opportunity
The University of Texas at Austin, on behalf of the McDonald Observatory (MCD), is issuing a Request for Proposals (RFP) for a General Construction Job Order Contracting Services (JOC) - Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The RFP seeks proposals from qualified general contractors to provide a wide variety of general construction services for diverse projects of varying size and complexity across all MCD facilities, which vary in age, construction, maintenance history, and current condition. Typical project types may include renovation of existing structures, concrete work, site work, upgrades to mechanical and electrical systems, fire protection, life safety, and utility infrastructure systems. Respondents must provide detailed information on their qualifications, service and warranty support, quality assurance, management approach, safety record, JOC experience, and rapid response capabilities. The contract term is for an initial one-year period with up to four one-year renewal options. A mandatory pre-proposal meeting and at least one mandatory site visit are required for all proposers, with proposals due on September 11, 2024.
The RFP has determined that subcontracting opportunities are probable, so a Historically Underutilized Business (HUB) Subcontracting Plan is a required element of the proposal. The statewide HUB goal for special trade contracts is 32.9%. The University may select multiple contractors for award, with a total cumulative contract value not to exceed $5,000,000 unless approved by the University of Texas System Board of Regents. The RFP does not identify any incumbent contractors. Pricing for individual job orders under the JOC contract will be based on a Uniform Price Guide and any Non-Pre-priced Items, which cannot exceed 10% of the overall job order value.
