About this opportunity

The City of San Antonio's Capital Delivery Department is soliciting bids for Gardendale Street reconstruction (Wurzbach Road to Bluemel Road), funded through the 2022 Bond program, with bids due April 28, 2026 at 2:00 P.M. Central Time via CivCast online bidding.

The project is subject to the City's Local Preference Program Ordinance and Small Business Economic Development Advocacy Program (SBEDA) subcontracting requirements, along with a Veteran-Owned Small Business Preference Program. Prevailing wage and heat illness prevention requirements apply. This is a unit price contract; quantities shown are estimates only, and the City reserves the right to order all, some, or none of the work.

The scope encompasses street reconstruction with multiple utility partners — the City of San Antonio, San Antonio Water System (SAWS), and CPS Energy — each managing distinct components (water, sewer, and electric). Substantial completion is required within 360 calendar days. Two project signs are required. Bidders must submit a Bid Bond, SBEDA documentation, Local Preference Program Identification Form, Subcontractor/Supplier Utilization Plan, VOSB Program Tracking Form, TEC Form 1295, Heat Illness Prevention Acknowledgement Form, and SAWS Joint-Bid Contract Acknowledgement through CivCast.

The estimated total construction budget is $5,445,300, allocated as follows: $4,560,410 to the City of San Antonio, $549,770 to SAWS water, $110,930 to SAWS sewer, $224,190 to CPS Electric, and $45,000 for Alternate 1. A non-mandatory pre-bid meeting is scheduled for April 8, 2026 at 2:00 P.M. via WebEx. Written questions are due April 13, 2026 at 4:00 P.M. Bid results will be posted and read aloud on April 28 via WebEx.
