About this opportunity
Pinellas County is soliciting bids for a comprehensive Countywide Pavement Preservation program spanning fiscal years 2024-2026, with the primary objective of addressing and improving roadway conditions through milling, resurfacing, and potential road base reconstruction. The project involves traffic control, pavement markings, and necessary infrastructure adjustments across multiple road segments. Bidders must be pre-qualified with the Florida Department of Transportation (FDOT) in Flexible Paving, Grading, and Hot Plant-Mixed Bituminous Courses, or provide comprehensive documentation demonstrating equivalent capabilities. The procurement is a two-step qualification process with Step 1 due on June 1, 2023, and Step 2 due on June 15, 2023. Evaluation criteria will focus on the lowest responsive and responsible bid, with considerations for technical capabilities, project experience, and compliance with specified requirements. The contract has a maximum duration of 730 consecutive calendar days from the Notice to Proceed, with work expected to commence within 15 days of receiving written authorization.
The solicitation includes a 10% Small Business Enterprise (SBE) participation goal, with a preference for firms located in Pinellas, Hillsborough, Pasco, or Manatee Counties. Contractors must meet extensive insurance requirements, including Workers' Compensation, Commercial General Liability, Automobile Liability, Excess/Umbrella Liability, and Pollution Legal Liability insurance with specific coverage limits. The project's estimated engineering value exceeds $100,000, with a maximum contract amount not to exceed $18,000,000.00. Bidders must submit various compliance documents, including an E-Verify Affidavit confirming no unauthorized alien employment and documentation verifying workforce eligibility. The work will be allocated through individual Work Orders issued by the county, with the Engineer reserving the right to add, delete, or modify project locations. Contractors should be prepared for detailed work plans, daily reporting, and potential variations in concurrent or consecutive Work Order assignments.
