About this opportunity

Front Range Community College is requesting sealed bids on mechanical construction to replace three air handling units (AHUs) and exhaust fans at the Westminster Campus (3645 W. 112th Ave., Westminster, CO) under AFB-27-02-W (Project 2026-046M25), with bids due September 10, 2026, and a mandatory pre-bid conference and site tour on August 19, 2026, at 9:00 AM MST. At least 80% of work must be performed by Colorado residents. The project is subject to Colorado prevailing wage requirements and apprenticeship utilization requirements (firms with contracts of $1 million or more must document that all identified trades subcontractors participate in registered apprenticeship programs and have graduated at least 20% of apprentices for three of the past five years).

The scope includes removal and installation of three Trane CSAA025 semi-custom AHUs (11,700 to 12,500 CFM rating) with heating and cooling coils, installation of return fans and replacement exhaust fans, replacement of terminal boxes with fan-powered units and hot water reheat coils, and comprehensive ductwork, piping, and building automation system (BAS) control integration with variable frequency drives on fans and pumps. The work is located above the Student Center in an occupied building; temporary cooling and mechanical support systems are the contractor's responsibility. Electrical modifications include new feeder installations and circuit modifications to existing panelboards at 480V three-phase and 120V single-phase. All construction documents reference the 2018 International Building, Mechanical, and Energy Conservation Codes and the 2023 National Electrical Code.

The estimated project cost is $1.2 million, with contract approval targeted for November 2026 and construction scheduled for December 2026 through August 2027 (completion required during the Summer 2027 term). Evaluation uses the Competitive Sealed Best Value method: qualifications weighted at 40% (technical approach, experience on two prior projects exceeding $1.5 million in hard costs, project management, staffing, safety record, job standards, domestically produced goods sourcing, and equity/diversity participation) and bid price at 60%. Minimum requirements include two years of operation under the same name and bonding capacity to $1.5 million. A bid bond of not less than 5% of bid price is required; successful bidders must furnish performance and payment bonds of at least 50% of contract value within ten days of award. Award intent notification is anticipated September 18, 2026. Requests for clarification are due August 27, 2026, by 2:00 PM MST. Bidding documents are available at https://www.bidnetdirect.com/colorado/frontrangecc; contact Shari Browder, Director of Contracts and Purchasing, at shari.browder@frontrange.edu or 303-678-3671.
