About this opportunity
The City of St. Petersburg, Florida, is soliciting bids for the Flow Monitor Maintenance Program (IFB-26-179) through an Invitation for Bid procurement process. The services encompass comprehensive maintenance, repair, and support for 30 city-owned Triton+ flow monitors and 20 rain gauges deployed at high-inflow locations throughout the city. The selected vendor must provide preventative maintenance, on-site repairs, troubleshooting, parts replacement, data collection, analysis, and reporting in Portable Document Format or Excel Spreadsheet format. Deliverables include preventative maintenance on all 30 flow monitors, up to 16 hours per week of flow monitor repair services, maintenance on all 20 rain gauges, and up to 16 hours per week of rain gauge repair services, with the vendor required to respond to service requests within 48 hours and provide weekly reports plus analytical feedback to the project manager at minimum twice weekly. The vendor must demonstrate a minimum of three years of experience in flow monitor and rain gauge services, maintain comprehensive insurance coverage including commercial general liability of at least one million dollars per occurrence and workers' compensation as required by Florida law, provide a dedicated account manager, and maintain accurate financial records in compliance with all federal, state, and local laws. The deadline for submitting questions is April 10, 2026, with electronic responses required through the OpenGov Procurement portal by April 28, 2026, at 12:00 p.m., and no mandatory bidders' conferences or site visits are specified. Award will be made to the lowest responsive and responsible bidder based on total cost submitted for the preventative maintenance and labor pricing table, with bidders required to provide complete pricing for preventative maintenance, labor rates including tools and equipment, parts and equipment with percentage discounts, and rain gauge services.
The procurement includes Business Enterprise participation requirements, with prime contractors who have not utilized Business Enterprise subcontractors or failed to meet participation goals required to complete the Good Faith Efforts Form B, documenting outreach activities including monthly outreach events, solicitation of Business Enterprise quotes, attendance at Office of Supplier Development events, and utilization of recruitment services through the Office of Supplier Development (727-892-5351 or OSD@stpete.org). Subcontractors must be identified in the mandatory Subcontractor Summary Spreadsheet submission, with up to 80 percent of contract work permitted to be subcontracted; however, subcontractors cannot be changed or substituted after contract award without documented justification such as failure to execute contracts, licensing issues, bankruptcy, or performance failures, and any Small Business Enterprise subcontractors used to meet participation requirements must be replaced with other SBE subcontractors if substitution becomes necessary. The City reserves the right to terminate the contract for convenience with thirty days' written notice or for default with a thirty-day cure opportunity, except for matters related to safety, indemnification, or insurance compliance, which permit immediate termination. The contract term is three years from execution, with the City retaining the right to renew for two additional one-year periods under the same terms and conditions if mutually agreed upon in writing. While no specific incumbent vendor or budget range is disclosed in the available documentation, the vendor must maintain a maximum annual price not to exceed an amount to be established in Appendix B, with services pricing remaining firm throughout the initial contract term and subject to mutual written agreement for increases upon renewal, provided the vendor provides thirty days' notice prior to term expiration.
