About this file

This is a Subcontractor Summary Spreadsheet worksheet from the City of St. Petersburg, Florida, designed for bidders on a Shelter Bid project. The document serves as a mandatory submission requirement for all bids and outlines the framework for subcontractor participation in the project. Bidders must identify all intended subcontractors and provide detailed information including the subcontractor's legal name, primary business address, project supervision contact information, trade classifications, and subcontract amounts. The worksheet indicates that up to 80 percent of the contract work may be subcontracted on this shelter project. Subcontractors cannot be changed or substituted after contract award and pre-construction meeting without documented justification, including circumstances such as failure to execute contracts, lack of appropriate licensing, bankruptcy, ineligibility, performance failures, unsatisfactory work quality, or substantial project delays. The form requires bidders to designate whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) contractors and to classify them as either first or second-tier subcontractors.

SBE subcontractors used to meet percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are met through alternative means. Any requested changes to the subcontractor list after award must be submitted in writing to the City of St. Petersburg's Procurement & Supply Management department, specifically to the Contracts Compliance Manager. The worksheet includes a legend for tracking added and deleted subcontractors with corresponding reason codes and requires space for city approver sign-off and dates. Restrictions on subcontracting percentages and multi-tier subcontractor usage do not apply to FDOT LAP or federally funded projects. The form was last revised in January 2020.
