The School Board of Volusia County, Florida has issued Invitation to Bid (ITB-2025-3058) for comprehensive Floor Covering & Installation Services, seeking qualified contractors to provide full-scale flooring solutions for its educational facilities. The procurement covers site preparation, installation, and materials for three primary floor covering types: carpet, vinyl composition tile (VCT), and rubber textured stair treads, with rigorous specifications for material quality and performance. Contractors must demonstrate expertise in educational facility flooring, including detailed requirements such as 100% continuous filament nylon carpet with specific density, pile thickness, and anti-microbial treatments. The bid requires comprehensive documentation of installation processes, quality control measures, and adherence to industry standards, with mandatory site preparation including debris removal, subfloor preparation, and environmental condition verification. The solicitation was released on March 6, 2025, with bids due on March 26, 2025, at 2:00 PM EST, targeting a three-year contract term with potential two-year renewal options. Procurement will be managed by Buyer Jennifer Deveaux, with the district serving approximately 61,400 students across 45 elementary schools, 12 middle schools, 9 high schools, and multiple alternative education sites.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Four potential bidders were identified: Albert Flores, Inc. from Maitland, Certified Finishes, Inc. from Orlando, Spectra Contract Flooring from Longwood, and Williams FloorCenter, Inc. from Orange City. The Notice of Intended Decision indicates three vendors will be recommended for award: Williams FloorCenter, Inc., Spectra Contract Flooring, and Certified Finished, Inc., with total bid values ranging from $385,300 to $849,623. The anticipated annual expenditure for this contract is $400,000, with unit pricing established for various floor covering materials and installation services. Vendors must provide comprehensive insurance certificates, background screening information, and comply with all district and state procurement regulations. The contract will be awarded on a firm-fixed pricing basis, with prices remaining constant for the initial three-year period, and the School Board reserving the right to adjust quantities and purchase items on an as-needed basis.
