About this opportunity

The California Department of General Services Procurement Division, on behalf of the California Department of Parks and Recreation, is requesting sealed bids for the fabrication and delivery of five floating restroom units to California reservoirs, with bids due June 17, 2026 at 10:00 AM PT and questions due June 8, 2026. Award will be made on an "All or None" basis to the responsive and responsible bidder with the lowest evaluated cost.

Socioeconomic preference programs apply: a 5 percent small business preference, DVBE incentive participation, TACPA preference, and non-small business subcontractor preference, with a combined maximum of 15 percent of the lowest net bid or $100,000, whichever is less. This is a new-equipment-only procurement; used, refurbished, demonstrator, prototype, or discontinued models are not acceptable.

The scope comprises five units for deployment at five distinct locations: two units for Lake Oroville (Oroville), and one unit each for Lake Elsinore (Lake Elsinore), Lake Shasta (Redding), El Capitan Reservoir (Lakeside, San Diego County), and New Bullard's Bar (Dobbins, Yuba County). Each unit measures approximately 11 feet 9 inches by 20 feet 3 inches and contains two separate buildings with two plumbed restrooms, plumbing room, and electrical room. Structural specifications require aluminum frame with pultruded fiberglass and aluminum plate decking, foam-filled aluminum pontoons for flotation, 435-gallon stainless-steel holding tank, 14-gallon water tank, dual 12-volt batteries, 85-watt solar panel, and detailed plumbing and electrical systems. All work must comply with 2016 California building, electrical, mechanical, plumbing, and fire codes; 2010 ADA Standards; and American Welding Society standards. Welder certifications must be submitted prior to construction, and hydrostatic testing of holding tanks must achieve zero-leakage tolerance. The State Fire Marshal has approved plans under certification 01483265.

Delivery must occur within one year from Purchase Order execution. The contractor bears all transportation, permitting, and public-safety responsibility during delivery, and must provide a factory-authorized service representative at each site. All work is subject to the Build America Buy America Act, requiring certification that iron, steel, and manufactured products are U.S.-produced with at least 55 percent domestic component costs unless a waiver is granted. The State reserves 10 percent of the bid amount for unanticipated work requiring separate authorization. Each unit carries a one-year warranty covering defects in workmanship and materials from acceptance date.

Bids must be submitted in writing to ota@dgs.ca.gov (not directly to the procurement official), with F.O.B. Destination, Freight Prepaid/Add pricing. Bidders must complete and submit the Agreement Cover Letter, Cost Worksheet (Attachment 2), Narrative Response (Attachment 3), California Civil Rights Laws Certification, Bidder Declaration Form, and technical literature. A public bid opening via Microsoft Teams is scheduled for June 17, 2026 at 10:00 AM PT. The State reserves the right to select payment form, including outright purchase, financing through GS $Mart, or operating lease through Lease $Mart. Procurement Official: Phebe Lapinig (279-799-3944, phebe.lapinig@dgs.ca.gov); Backup: Jennifer Maier (279-799-4117, jennifer.maier@dgs.ca.gov).
