About this file

This is an Administrative Requirements Exhibit for a Purchase Order issued by the California Department of Parks and Recreation (DPR), Division of Boating and Waterways, for the manufacture and deployment of floating restrooms funded through a federal Clean Vessel Act (CVA) grant. The contract requires the fabrication and delivery of six floating restroom units to five California lakes: two units to Lake Oroville, and one unit each to Lake Elsinore, Lake Shasta, El Capitan Reservoir, and New Bullard's Bar Reservoir. The contractor must complete all work and deliver the floating restrooms within one year from the date of Purchase Order execution. All delivery coordination must include a minimum one-week advance notice to the Grant Administrator, and the contractor must provide a qualified, factory-authorized service representative at each delivery site for installation, adjustment, and operational instruction. The contractor bears full responsibility for transportation logistics, permitting, public safety during delivery, packaging removal, and repairs for any damage sustained during transport.

Payment will be issued upon successful delivery, final inspection, and acceptance by the DPR Engineer or designee. This project is subject to the Build America Buy America Act (BABA), requiring the contractor to certify that all iron, steel, manufactured products, and construction materials are produced in the United States, with manufactured products containing at least 55 percent domestic component costs unless a waiver is granted for unavailability or cost increases exceeding 25 percent. The State reserves ten percent of the bid amount for unanticipated tasks, which require submission of a Work Authorization Form for approval before proceeding. The contractor must provide an unconditional warranty covering all noncompliant or defective work, with corrective actions required within ten calendar days and completion within thirty days, or the unit will be rejected and the Purchase Order cancelled at no cost to the State. All travel-related expenses and delivery costs must be included in contract pricing with no separate reimbursement provided.
