About this file

This is a Technical Specifications document for the fabrication of floating restrooms issued by the California Department of General Services (DGS) Procurement Division, specifically for Business Unit 3790, Event ID 38979. The specification details the complete requirements for manufacturing floating restroom units intended for deployment in marine environments. The document establishes comprehensive standards for both substructure and superstructure components, including frame members, flotation systems, sewage holding tanks, and all interior fixtures and systems. Each floating restroom unit requires specific materials such as aluminum alloy framing, stainless steel holding tanks, fiberglass decking, and marine-grade hardware. The specifications mandate the installation of dual toilets per unit with a non-potable water supply system, solar-powered electrical systems with battery backup, metal roofing and siding, and complete plumbing and electrical systems. The contractor must comply with American Welding Society standards, conduct hydrostatic testing of all holding tanks with zero-leakage tolerance, and ensure proper freeboard and level flotation compliance upon delivery. Welder certifications must be submitted to the Grant Administrator prior to construction, and the Engineer must provide written approval for all major fabrication stages, including tank testing and flotation verification.

The specifications establish detailed material and performance requirements with brand-name specifications provided for critical components including toilets (Microphor model), water pumps (SHURFLO), solar panels (Sharp Electronics, SunWize, or BP Solar), batteries (MK Industrial), and various marine-grade accessories. The contractor bears responsibility for all costs associated with welding qualification testing conducted by independent engineering laboratories. Proposed substitutions for specified materials require prior written approval from the Engineer. All exposed surfaces must be protected from corrosion through appropriate coatings and finishes, with thirty-year warranties required on metal roofing and siding systems. The contractor must supply each completed unit with service manuals, warranties, paint, toilet paper, a clipboard, garden hose, keys, and other operational items. The Grant Administrator (Keren Dill, 916-327-1809) coordinates administration and construction, while the Engineer handles technical inspection and approval. Bid submissions must be directed to ota@dgs.com, with inquiries directed to Procurement Official Phebe Lapinig (phebe.lapinig@dgs.ca.gov, 279-799-3944) or backup Jennifer Maier (jennifer.maier@dgs.ca.gov, 279-799-4117).
