About this opportunity
Pinellas County is soliciting bids for Fiscal Year 2027 Pavement Preservation Package 4, a Job Order Contract (JOC) for milling and resurfacing work across five paving locations totaling approximately 34.81 lane miles, with bids due July 21, 2026.
The procurement is structured as an indefinite-quantity JOC requiring bidders to submit a single adjustment factor (to four decimal places) applied to a pre-established Construction Task Catalog. Bid evaluation uses weighted work distribution: Non-Secure Areas during Normal Working Hours (60% weight), Non-Secure Areas during Other Than Normal Working Hours (10% weight), Secure Areas during Normal Working Hours (10% weight), Secure Areas during Other Than Normal Working Hours (10% weight), and Non Pre-priced Tasks (10% weight). Adjustment factors for overtime and secure-area work must meet or exceed their normal-hours counterparts; the Non Pre-priced Work adjustment factor must equal or exceed 1.0000. The County reserves the right to correct arithmetic errors and will calculate the Award Criteria Figure using submitted adjustment factors.
The five projects comprise one arterial location (Alderman Road/Regal Oaks Boulevard) and four local neighborhood groups (Highland Lakes P2 North, Local Group 214, Local Group 231, Local Group 237). Scope includes mobilization, maintenance of traffic, milling existing asphalt to depths ranging from 1.5 to 2 inches, placement of Superpave asphalt concrete, pavement markings (white and yellow), raised pavement markers, loop assemblies for traffic signals, inlet protection, and utility adjustments. The engineer's estimate is $6,520,675.36 plus $231,000 for Construction Engineering and Inspection, for a combined total of $6,751,675.36.
Mandatory compliance requirements include E-Verify affidavit (with proof of registration), human trafficking affidavit, foreign countries of concern affidavit, common carrier attestation, Florida Trench Safety Form with itemized safety measures, and SBE participation goals. Performance and payment bonds are required. No fuel adjustments are allowed under Contract No. 26-0364. Contractors must comply with Florida Department of Transportation standards and Pinellas County specifications.
