About this opportunity
Pinellas County is soliciting bids for Fiscal Year 2027 Pavement Preservation—Package 2, a milling and resurfacing project across four paving locations (one arterial, three local) totaling approximately 33.27 lane miles, with bid qualification submissions due August 4, 2026 at 3:00 p.m. EST and final bid submissions due August 20, 2026 at 3:00 p.m. EST. Bidders must meet a 7% Small Business Enterprise (SBE) participation goal as subcontractor awards.
The scope encompasses milling existing asphalt pavement (depths ranging 1.5 to 2 inches) and placement of Superpave asphalt concrete (SP 9.5 and SP 12.5 grades) on McMullen Booth Road (arterial), Lansbrook, Local Group 212, and Local Group 221 (including an airport component). Work includes traffic control, pavement markings, raised pavement markers, utility adjustments (valve boxes and manhole covers), inlet protection, and mobilization. Four detailed professional engineering plans specify work by location. The contract follows a two-step qualification process: bidders must provide either FDOT prequalification in Flexible Paving and Milling or a Florida Certified General Contractor license, plus a bonding letter, four professional references, and documentation of similar experience within the past seven years.
The engineer's estimate is $6.8 million total ($6.56 million construction plus $231,000 construction engineering and inspection). The contractor must commence work within 15 calendar days of Notice to Proceed and complete all work within 210 calendar days. Unit prices remain firm through project completion. A 5% Bid Bond, 100% Performance Bond, and 100% Payment Bond are required. All contractors and subcontractors must register with and use E-Verify per Florida Statute 448.095. The contractor assumes all permit acquisition costs, reimbursed upon presentation of official receipts. Award goes to the lowest responsive, responsible bidder. Payment follows Florida Statute Section 218.70 (Local Government Prompt Payment Act). Contact: Michelle Jurek, Procurement Analyst, at mjurek@pinellas.gov or (727) 464-4382.
