Respondents must submit up to ten completed projects demonstrating similar size, type, and complexity, plus example schedules from recent relevant projects illustrating methodology and risk tracking.

The contract term is five years with renewal options. The initial preconstruction services budget is $2 million. State and/or federal funding may apply, requiring compliance with applicable Code of Federal Regulations and federal grant requirements. Respondents must submit written questions no later than 14 calendar days after solicitation issuance. Addendum No. 1 was issued September 23, 2026. A Cone of Silence prohibits unauthorized communication with County employees regarding the solicitation.

Required insurance includes Commercial General Liability ($2 million aggregate), Automobile Liability ($1 million combined single limit), Professional Liability ($1 million per claim), Cyber Liability ($1 million per claim), Pollution Liability ($1 million), and Builders Risk at 100% of project value.
