About this file
This is an evaluation criteria document for a Construction Manager at Risk (CMAR) qualification proposal solicitation issued by Hillsborough County, Florida for upcoming Fire program projects. The County anticipates selecting two firms to deliver preconstruction and construction services for fire program projects with a combined project estimate of $2,000,000.00. The evaluation process comprises four primary criteria that assess firm qualifications, experience, and capacity to execute CMAR delivery services. Evaluation Criteria Number 1 examines the ability and qualifications of the CMAR firm and its professional personnel, requiring submission of resumes for key staff, organizational charts delineating construction and design personnel, and documentation of the firm's structure, including all partners, subcontractors, and subconsultants. Evaluation Criteria Number 2 assesses the CMAR firm's experience with projects of similar size, type, and complexity, with preference given to projects delivered using CMAR, Progressive Design Build, or other collaborative delivery methods with a Guaranteed Maximum Price (GMP). Evaluation Criteria Number 3 evaluates the firm's willingness and ability to meet schedule and budget requirements, requiring a detailed written overview of the approach to preconstruction and construction services, cost estimating methodology, GMP development process, risk management procedures, and safety protocols. Evaluation Criteria Number 4 measures the CMAR firm's current workload, resource availability, and capacity to complete all project elements over the next 24 months in Florida, including preconstruction, construction, testing, start-up, and commissioning activities.
The document establishes detailed scoring rubrics for each evaluation criterion, utilizing maximum point values to differentiate between performance levels ranging from inadequate to superior. Respondents must demonstrate prior experience in collaborative delivery methods, with preference given to staff possessing specific Construction Management at Risk project delivery experience, although experience with Progressive Design Build or other collaborative delivery methods with a GMP is acceptable. The submission requirements include a proposal-level schedule based on preliminary schedules and design packages, descriptions of preconstruction collaboration approaches with architects and engineers, workforce structure overviews, subcontractor management procedures including Small Business Enterprise (SBE) and Minority Business Enterprise (MBE) outreach, quality assurance and risk management tools, and safety and environmental compliance procedures. The solicitation establishes an SBE goal to be determined when a project design reaches 60-90% completion, indicating the County's commitment to including small and minority-owned business participation in the resulting contracts.
