About this file

This is Addendum No. 1 to solicitation CMAR-26-00270 for the Fire Program Construction Manager at Risk (CMAR) issued by Hillsborough County, Florida on September 23, 2026. The County seeks qualification proposals from firms with proven experience in CMAR delivery, preconstruction, and construction management for multiple upcoming fire program projects anticipated to involve up to sixteen individual projects with varying scopes and schedules. Proposers must submit up to a maximum of ten completed projects demonstrating relevant experience in similar size, length, and complexity. Rather than providing a proposal-level schedule based on a design package, respondents should submit example schedules from recently completed relevant projects that illustrate their methodology for developing and maintaining schedules, tools and procedures for identifying and tracking risks, change management processes, and schedule control throughout preconstruction, GMP development, procurement, and construction phases, including how design milestone updates at 30%, 60%, 90%, and 100% completion are incorporated. The addendum clarifies that no separate section is required for CMAR Firm's Project Team Location, though it may be incorporated within Criteria 1 at the proposer's discretion.

Financial capability and legal compliance are evaluated on a pass/fail basis and require submission of the most recently audited, stamped, and embossed company financial statements along with demonstration of sufficient liquidity, stability, and absence of material adverse litigation. The County anticipates selecting two firms with a project estimate of $2,000,000.00. Respondents must complete the Respondent Information Certification form (Attachment C) and acknowledge receipt of the addendum by resubmitting their proposal electronically. A Cone of Silence is in effect prohibiting proposers and their representatives from communicating with County employees, board members, or the assigned Hearing Master regarding this procurement, except through the Director of Procurement, Procurement Services Department staff, or the County's assigned attorney. The solicitation will establish a Small Business Enterprise (SBE) goal when project designs reach 60-90% completion.

Questions and Answers

1. Section 4.1.2 Evaluation Criteria asks for relevant project experience showing similar size, length, complexity and requests 10 completed projects in one paragraph and 6 completed projects in another. Please advise if 10 or 6 projects is the requirement/request?

Response: Submit up to (maximum) ten (10) projects completed through construction, demonstrating relevant experience in similar size, length, and complexity.

2. Section 4.1.3 asks for a proposal level schedule based on the preliminary schedule in the RFQ and plans included in the design package. Is there a design package that includes plans/drawings that will be provided?

Response: There is no set design package available at this time. Respondents should instead provide example schedules from recently completed, relevant projects to demonstrate their approach to delivering projects on time. These example schedules should illustrate:

- The proposer’s methodology for developing and maintaining a project schedule

- The tools and procedures they use to identify and track risks

- How they manage change

- How they maintain schedule control throughout the life of a project (preconstruction, GMP, Procurement, and eventual construction)

- Updating or revising schedules at design intervals during preconstruction, including how design‑milestone updates (such as 30%, 60%, 90%, and 100% design) are incorporated to keep schedules current, manage float, reflect changes, and ensure alignment with evolving project scope and constraints.

3. Evaluation Criteria #2 states to submit up to ten (10) completed projects, but also states to provide a maximum of six (6) projects. Can you please confirm if the maximum number of projects we can submit is six or ten? Can you also clarify if these projects have to be complete or if projects that are complete through preconstruction are allowed?

Response: Submit up to (maximum) ten (10) projects completed through construction, demonstrating relevant experience in similar size, length, and complexity.

4. Can you please clarify the requirements for v. and vi. that are listed under 3.2 Proposal Documents?

- v. CMAR Firm’s Project Team Location

- vi. Financial Capability and Legal

Response: No separate section or page is required for “Project Team Location”; it may be incorporated within Criteria 1 at your discretion but not required or scored upon.

Respondents must demonstrate their financial strength, stability, and legal compliance in accordance with Evaluation Criteria – Financial Capability and Legal (Pass/Fail). Required documentation includes:

- Most recently audited, stamped, and embossed company financial statements

- Demonstration of sufficient liquidity, stability, and absence of material adverse litigation

- Any additional financial indicators or compliance affirmations required in the solicitation

5. Evaluation Criteria No. 3 requires respondents to provide “a proposal-level schedule based on the preliminary Schedule and the plans included in the Design Package.” However, no project plans or Design Package appear to have been provided with the solicitation. Please confirm whether a Design Package and preliminary schedule will be issued by Addendum. If not, please clarify what respondents should use as the basis for the required proposal-level schedule.

6. Section 3.2(e) requires Respondents to specifically address six criteria, including (v) CMAR Firm’s Project Team Location and (vi) Financial Capability and Legal. However, Section 4 and the Evaluation Criteria attachment provide detailed requirements only for Criteria 1–4. Please clarify the information and/or documentation Respondents are required to provide for “CMAR Firm’s Project Team Location” and “Financial Capability and Legal,” and confirm whether page limitations apply to these sections.

7. Section 3.2 identifies “Attachment A – Respondent Information Certification” as a required proposal document. However, the Attachment A provided with the solicitation is titled “Scope of Work” and does not contain a Respondent Information Certification form. Please clarify where Respondents can obtain the required Respondent Information Certification and confirm the form/document that should be submitted to satisfy this requirement.

Response: The document has been uploaded to the Public files and is labeled Attachment C.

8. Given that the Fire Program may involve up to sixteen (16) individual projects of varying scopes and schedules, would the County prefer respondents to submit a sample or representative project schedule illustrating their proposed approach to preconstruction, GMP development, procurement, and construction sequencing rather than developing a schedule for a specific fire station project?

9. Section 4.1.2 appears to contain differing references regarding relevant project experience, indicating both ten (10) completed projects and a maximum of six (6) project examples. Please clarify the maximum number of project profiles the County wishes respondents to submit for evaluation.

Response: Submit up to (maximum) ten (10) projects completed through construction, demonstrating relevant experience in similar size, length, and complexity.

10. On page 36 of the RFP, the first bullet point asks us to provide "a proposal-level schedule based on the preliminary schedule and the plans included in the Design Package." Are we required to prepare a preliminary schedule? If so, it appears that the Design Package is not included in the RFP documents.

Could you please provide this?

Response: There is no set design package available at this time. Respondents should instead provide example schedules from recently completed, relevant projects to demonstrate their approach to delivering projects on time. These example schedules should illustrate:

- The proposer’s methodology for developing and maintaining a project schedule

- The tools and procedures they use to identify and track risks

- How they manage change
