About this opportunity
Alpine School District's Department of Purchasing is issuing a Request for Proposal (Solicitation #ASD02052026HM-A) to procure comprehensive fire alarm services across all district facilities. The District seeks a qualified vendor to supply parts, labor, and design services to retrofit, replace, repair, or add to existing fire alarm systems throughout the district. Deliverables include specific fire alarm components such as power supplies, horns, strobes, detectors, control modules, pull stations, door release magnets, monitoring modules, and main fire alarm control panels, along with associated labor costs. Required qualifications include a minimum of five years in business, current business and state contractor licenses, proof of liability and workers compensation insurance, and demonstrated technical capability with fire alarm systems. The evaluation process employs a two-stage scoring system: Stage One assesses Company History and Profile (250 points), Demonstrated Technical Capability and Expertise (300 points), and References (150 points), requiring a minimum threshold of 560 points to advance to Stage Two; Stage Two evaluation is based solely on cost (300 points), with the lowest bidder receiving full points and all other proposals calculated proportionally. Responses must be submitted electronically through the Utah Public Procurement Place (UPPP) by 2:00 PM Mountain Time on Thursday, February 5, 2026. The resulting contract will commence on March 1, 2026, with a maximum term of five years and guaranteed pricing for the first year, with subsequent price increases requiring justification and District approval at least thirty days in advance.
The RFP contains no specific set-aside designations or restrictions on organizational types, though all vendors must comply with Utah Code Annotated 63G-6a and related certifications regarding anti-boycott actions, restricted foreign entities, and forced labor compliance. No incumbent vendors or current contractors are identified in the solicitation materials provided. Vendors performing construction-related work must provide bid security in the amount of at least five percent of the bid as a bond from a surety company authorized to do business in Utah, with the successful contractor required to provide 100 percent payment and performance bonds. A critical provision requires that the awarded vendor honor the original pricing and contract terms with any newly formed districts resulting from Alpine School District's anticipated reconfiguration effective July 1, 2027, into three separate districts: Lake Mountain, Aspen Peaks, and Timpanogos School Districts. No specific budget range or award value is disclosed in the solicitation materials; however, the cost proposal form requests line-item pricing for multiple fire alarm components and hourly labor rates, suggesting the contract value will depend on the District's specific retrofit and replacement needs. The District anticipates this RFP will result in a single contract award to the responsive and responsible offeror with the highest overall evaluation score.
