About this opportunity

The State of Kansas Department of Administration, Office of Procurement and Contracts, on behalf of Larned State Correctional Facility located in Marion County, is issuing an Invitation for Bid (IFB) for fire alarm system removal and installation services. The procurement encompasses the removal of existing fire alarm systems and the installation of a new Notifier Fire Alarm System at both the Central and South buildings of the facility at 1318 KS Highway 264, Larned, Kansas. Key deliverables include complete removal of existing fire alarm infrastructure, installation of the new Notifier system, repair or replacement of equipment as necessary to ensure full operational capability, and daily cleanup of debris throughout the installation period. The contract period extends from the date of award through February 28, 2027, with a project delivery completion date of February 8, 2026. The contractor must submit pricing as lump sum costs for system removal and installation on the provided cost sheet, with all prices remaining firm for the contract contract period. A mandatory pre-bid conference is scheduled for January 20, 2026, at 10:30 AM at the facility site, with attendance required for bid eligibility; failure to attend will result in bid rejection. Written questions must be submitted by February 3, 2026, at end of business, and bids are due on February 3, 2026, at 2:00 PM CST. The contractor must possess a robust safety program with current workers' compensation insurance documentation for all employees and submit a current Kansas Department of Revenue Tax Clearance Certificate at the time of bidding. No subcontracting is permitted; all work must be performed directly by the awarded qualified bidder. Award will be made to the lowest responsible bidder conforming to specifications and contract terms.

Bidders may claim Kansas Bidder Preference categories, including Disabled Veteran Owned Business or Certified Business preferences if supported by appropriate documentation. Bids must include a current Tax Clearance Certificate from the Kansas Department of Revenue, an Immigration Reform and Control certification form, a Boycott of Israel compliance form, and a Sexual Harassment policy form. The project will be tax-exempt with a Project Tax Exemption Certificate issued at award. The State of Kansas reserves the right to reject any or all bids, waive informalities, and modify criteria as needed. While no specific budget range is provided in the solicitation documents, pricing will be evaluated based on the lump sum costs submitted for system removal and installation. The State reserves the right to terminate the contract for convenience with 30 days' notice or for cause if delivery or quality standards are not met.
