About this opportunity
The City of Austin, Texas is requesting bids for supply and delivery of filter media support gravel and filter sand, with proposals due September 10, 2026 under IFB 2200-BYS1057 Rebid. A Small Business Preference and optional Local Business Preference (headquarters within the Austin-Round Rock-San Marcos Metropolitan Statistical Area, encompassing Bastrop, Caldwell, Hays, Travis, and Williamson counties) are available; participation is voluntary and does not affect eligibility to compete. No mandatory M/WBE subcontracting goals apply due to insufficient subcontracting opportunities, but offerors using subcontractors must comply with City of Austin M/WBE Procurement Program requirements and may use certified M/WBE firms or pursue non-certified subcontractors through demonstrated Good Faith Efforts.
The scope encompasses Category 1 delivery to the Davis Water Treatment Plant — estimated annual quantities of 21 tons each of three grades of Filter Support Gravel (3/8" to 5/8", 3/16" to 3/8", and #8 Mesh to 3/16") and 66 tons of Filter Sand in 1.5 or 2-ton super sacks — plus Category 2 non-specified emergency delivery services. Bidders must submit AWWA Standard B100 compliance affidavits, ANSI/NSF Standard 61 certification documentation confirming drinking-water contact suitability, and certificates of analysis specifying sieve tests, specific gravity, uniformity coefficient, effective size, percent flat or elongated particles, and percent fracture-face particles. All pricing is all-inclusive with FOB destination, prepaid freight; bidders may not charge separately for administrative fees, overhead, per diem, shipping, or transportation.
Offerors must certify compliance with the City's Wage Theft Ordinance within five years prior to solicitation posting and complete mandatory Wage Theft Training within 30 days of award. Contractors must maintain Workers' Compensation (minimum Employer's Liability $100,000 per accident / $500,000 per policy), Commercial General Liability ($500,000 minimum per occurrence), and Business Automobile Liability ($500,000 combined single limit) with the City named as additional insured. The City reserves the right to add or delete departments and locations at the same bid price and to award to the lowest overall bidder or make multiple awards by line item or category.
